- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Philips Healthcare, 22100 Bothell Everett Hwy, Bothell, WA, 98021-8431, for a maintenance contract for the Philips Healthcare ClearVue 550 Ultrasound and Philips Healthcare EPIQ5 Ultrasound equipment. The duration of the contract is anticipated for one (1), 12-month base year, followed by three (3), 12-month option periods of maintenance/service coverage. This requirement is in support of ongoing research protocols at Naval Medical Research Unit San Antonio (NAMRU-SA), Fort Sam Houston, Texas. The ClearVue 550 and EPIQ5 Ultrasounds have been covered under warranty since its original purchase date and to ensure data integrity, NAMRU-SA requires that no lapse in service warranty coverage occur. Philips Healthcare is the only company that can provide the preventative maintenance due to proprietary equipment, technology, and software. Due to the sensitivity of the instruments and the Philips Healthcare guarantee that the service provided meets OEM specifications and the replacement parts are compatible with the software levels that the ultrasound units are currently, it is necessary that service be provided only through Philips Healthcare. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 2:00 PM Local Time, 30 September 2017 (15 days).
