Description
The Health Readiness Contracting Office (HRCO), Fort Sam Houston, Texas intends to award a Firm Fixed-Price contract on a sole source basis to Humana Military Healthcare Services, Inc., 500 West Main Street, Louisville, Kentucky 40202-2946. The contractor shall be required to provide non-personal Patient Appointment Services from an approved on-site location to the Tidewater Enhanced Multi Service Market (eMSM), which encompasses the following Military Treatment Facilities (MTFs): Naval Medical Center Portsmouth and its nine branch medical clinics; Langley Air Force Base Hospital; McDonald Army Health Clinic and its two Troop Medical Clinics (TMCs); and Fort Story Health Clinic. The required services will encompass all activities needed to make appointments for eligible beneficiaries by utilizing MTF provided appointing criteria. This requirement will be used to augment the capability of the MTF staff to book health care appointments. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation (FAR), 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS Code for this action is 561110, Office Administrative Services. The anticipated award date is on or about 27 September 2017, with anticipated performance to start on 30 September 2017. The period of performance will be a three-month base, 30 September 2017 through 31 December 2018, to include one six-month option period under FAR Clause, 52.217-8, Option to Extend Services. This notice of intent is not a request for competitive proposals or a solicitation of offers. A formal solicitation will not be published unless it is determined that it is in the best interest of the Government to do so. However all proposals received before the close of business on 22 September 2017 will be considered by the Contracting Officer. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HRCO reserves the right to amend this notice if needed.
