- NOTICE OF INTENT TO AWARD SOLE SOURCE: This notice of intent is not a request for quotes and no solicitation is available. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Naval Special Warfare Command hereby gives notice of intent to award a firm-fixed price (FFP) contract on a sole source basis to DLT Solutions, LLC, 2411 Dulles Corner Park, Herndon, VA, 20171 for the procurement of the following: Item Description / MFG Part # / Quantity 1. Upgrade SolarWinds Virtualization ManagerVM32 to VM64 - License Upgrade (MFG Part # 14047) / Quantity: 1 2. Upgrade SolarWinds Virtualization ManagerVM32 to VM112 - License Upgrade (MFG Part # 14048) / Quantity: 1 3. Out-of-Maintenance Upgrade SolarWinds Virtualization Manager VM32 (up to 32 sockets) - License with 1st-Year Maintenance (MFG Part # 14017) / Quantity: 2 DLT Solutions, LLC the only authorized SolarWinds reseller within the Department of Defense. There are no known unclassified products that provide the breadth, depth, accuracy, and currency of data this product provides. In accordance with FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of responding due to the unique or specialized nature of the work". The DoD Enterprise Software Initiative (ESI) is a mandatory source for the purchase of software IAW DFARS 208.7402(1). DLT Solutions is the sole Enterprise Service Agreement (ESA) holder of SolarWinds software for the DOD ESI. The applicable North American Industry Classification System (NAICS) Code for this requirement is 511210 which has a business size standard of $38.5M. Concerned vendors may identify their interest and capability to respond to the requirement no later than 5:00 PM EST, 21 September 2017. Interested vendors are asked to provide the following information in response submission: company's full name, CAGE code, business size, address, and point of contact. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.
