SUBJECT: Request for information (RFI), Synopsis for Outreach Banners. The Department of Veterans Affairs, in conjunction with the National Cemetery Administration (NCA). is seeking a better understanding of the market capability for the proposed equipment above. The purpose of this Request for information (RFI) is to obtain information on the capability of vendors to provide Outreach Banners for the National Cemetery Administration (NCA). This RFI allows potential contractor to submit a non-binding statement of interest and documentation demonstrating their capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess available sources capabilities, and solicit feedback for acquisition planning purposes. The National Cemetery Administration (NCA) is requesting responses from qualified suppliers and/or businesses concerns. The NAICS code for this effort is 333120. SEE BELOW FOR SALIENT CHARACTERISTICS Cemeteries: Various Locations. INSTRUCTIONS: NCA is looking for interested Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Businesses (VOSB), or Small Businesses (SB) for a possible set-aside. Submit a brief description, four (4) pages or less (including cover letter) that demonstrates your company s ability to provide Outreach Banners. You should also demonstrate your company s ability to provide these products. Demonstrate your past experience in performing these services for the past two years to include your contract number and your socioeconomic status. Responses should include business size, business type, socio-economic status. All interested parties must be registered SAM and verified in VETBIZ. Please provide a copy of your FSS or GSA schedule, if applicable. Please submit your responses to the Contracting Specialist, Auvorie Benson at auvorie.benson@va.gov. Responses are due by 12:00 PM EST August 22, 2017. Scope of Work for The content of new banner to be produced has been developed in draft by NCA. The quantity of the retractable banner stands to be produced will be 120 of the same design, to be shipped to multiple cemetery locations. GENERAL SCOPE OF WORK/OBJECTIVES Design/Layout/ Content NCA will submit photos, text, and schematic layout so that the fabricator can mock up final camera ready copy of the banner graphics for NCA approval. The contractor shall ensure that retractable banner stands meet the following specifications: 33.5 x 88 H. The graphics for the fixed height, retractable banner stands shall be printed on vinyl in full color. Each shall include the printed vinyl graphic, banner stand and adjustable pole for display, and a carry bag. Contractor shall: - Provide a draft layout to the Contracting Officer s Representative (COR) within 15 days of contract award for approval before production occurs. - The contractor shall coordinate and track delivery of the retractable banner stands of 1 to 4 units to approximately 90 cemetery addresses. NCA shall: - Provide vendor with draft content for one (1) banner that will be used for approximately 90 national cemeteries; to include high-resolution electronic files of the VA logo and other images to be used. - NCA will have up to 10 working days of receipt of the mockup banner to review it. Thereafter final instructions will be given to contractor for approval or changes. - Provide vendor with a list of cemeteries with delivery addresses and quantity of banners slated for that location. Delivery Requirements The retractable banner stands shall be received at NCA destinations by September 15, 2017. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
