- In accordance with the Federal Aviation Administration's (FAA's) Acquisition Management System (AMS) Section T3.2.2.4, the purpose of this announcement is to provide a pre-award notice of the FAA's intent to award a single source contract to ARINC Incorporated / Rockwell Collins Information Management Services located at 2551 Riva Road, Annapolis, MD 21401-7435. This announcement is for informational purposes only and is not a Solicitation or Request for Proposal. Shortly after September 11, 2001, the FAA suspended the practice of allowing cockpit jump seat access to off-line flight crew and suspended the air carrier portion of the Familiarization (FAM) Program (FDT). ARINC, with the help of airline industry, developed the Cockpit Access Security System (CASS) to provide the security required to reinstate the air carrier jump seat program as outlined in FAA Order 8900.1. CASS was placed into service to support the airline industry in 2004 with the approval of both the Transportation Security Administration (TSA) and the FAA as the sole source system to provide cockpit security. On August 1, 2011, the FDT Program was officially implemented as a replacement for the FAM Training. The FAA uses CASS to provide the required airline industry identification and employment verification for all Air Traffic Control personnel wishing to participate in the FDT Program. ARINC, the sole service developer/provider in accordance with FAA Order 8900, offers two types of CASS Service: (a) Distributed Service and (b) Hosted Service. The Distributed Service is the most commonly used option in which the airlines maintain their own onsite Airline Host Request System (AHRS) and Agency Human Resources Database (AHDB). With the Hosted Service, ARINC provides the entire system as a set of web-access tools. The FAA is currently using the ARINC CASS Host Service (CHS) under the contract DTFAWA-12-C-00062 to support the FDT program. The CHS provides the FAA a simple and only way to manage its ATC personnel data using the database housed in the secure environment of the ARINC Operations Center. This approach is needed for organizations that want to minimize the expense of developing, testing, installing, acquiring Federal security approvals, and maintaining the required CASS infrastructure. CASS is the only approved source for the FAA per Joint Order (JO) 3120.29C and FAA Order 8900.1. The total estimated value cannot be provided at this time because negotiations have not yet occurred. The anticipated period of performance will include one base year starting approximately September 30, 2017 and four, one-year options.
