- Solicitation TOWING SERVICES The work to be performed under the contract consists of furnishing all plant, materials, equipment, supplies, labor, per diem, and transportation, and performing all work in strict accordance with the schedules. All work, materials, and services not expressly called for in these specifications, which may be necessary for complete and proper operations to carry out the contract shall be performed, furnished, and installed by the Contractor at no increase in cost to the Government.
