- The Bureau of Land Management (BLM), Oregon State Office intends to award one (1) firm fixed price commercial items services purchase order for Smith River Basin Restoration located in Douglas County, Oregon within the vicinity of the Coos Bay District area of responsibility as a single source to Smith River Watershed Council as the only responsible source pursuant to FAR subpart 13.106-1. Pursuant to the Secure Rural Schools and Community Self Determination Act of 2000, Public Law 106-393 (16 U.S.C. 500), this authority permits the BLM to promote the stabilization of payments to counties to provide funding for schools and roads as a supplement to other available funds; create additional employment opportunities through, projects that improve the maintenance of existing infrastructure, implement stewardship objectives that enhance forest ecosystems and restore and improve land health and water quality; and improve cooperative relationships among the people that use and care for Federal Lands and the agencies that manage these lands. In accordance with the statute, the funding must be approved through a resource advisory committee by the cognizant Deciding Federal Officer. Smith River Watershed Council has obtained the funding through a resource advisory committee by the cognizant Deciding Federal Officer and is the only responsible source. The performance period is five (5) years from date of award. The NAICS code is 541620 and the small business size standard is $15M. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
