- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to negotiate and award a firm-fixed price (FFP) service contract on a sole source basis with EBS Supply, Inc. of address 121 Broadway, Suite 652, San Diego, California, 92101-5025, under the authority of 15 U.S.C. 657a (Sole source awards under the HUBZone Act of 1997) as implemented by part 6.302-5(b)(5) of the Federal Acquisition Regulation. The procurement is for an Indefinite Delivery, Indefinite Quantity (IDIQ) shop towel rental service that will be available to all United States Navy (USN) activities located in the States of Arizona, California and Nevada with southern California accounting for almost 95 percent of performance. See attached draft Performance Work Statement (PWS). Delivery locations are inside federal/military bases and/or installations which require security base passes for entry. The anticipated contract is Firm Fixed Price with performance period of one 1-year base period plus four 1-year option periods to be exercise at the discretion of the Government. The anticipated award date is on or before November 01, 2017. The applicable NAICS code is 812332. Based on historical information, the Government estimates that the total quantities of shop towel rental and allowance for lost towels are as follows: Description = Base Year; Option Year 1; Option Year 2; Option Year 3; Option Year 4 1.) Red and Blue Towels = 3,668,160 each; 3,668,160 each; 3,668,160 each; 3,668,160 each; 3,668,160 each 2.)Lost Towels = 22,734 each; 22,734 each; 22,734 each; 22,734 each; 22,734 each This notice of intent is not a request for competitive proposals. The purpose of this notice is to provide access to acquisition information and enhance competition in accordance with FAR 5.002 and FAR 5.2. Thus, interested parties (HUBZone firms in particular) may declare their interest and capability to meet the shop towel rental service requirement by responding to this announcement not later than 2:00 PM (1400 hours) San Diego California time on September 29, 2017. Responses (capability statements) must demonstrate offeror ™s resources, expertise and experience in providing and delivering shop towel rental service. Use attached past performance information form with responses, if applicable. Interested parties shall submit their responses to Norman Florida, Contract Specialist, via email ONLY, at norman.florida@navy.mil. Use email subject line reference as N00244-17-Q-0191_SHOP TOWEL RENTAL SERVICE. The Government will not be responsible for any cost incurred in preparing and responding to this notice. A determination by the Government to NOT compete this procurement effort is solely within the discretion of the Government.
