- CMSS Bidder's Library Index Draft CCS Block 10.3 Statement of Work (SOW) CMSS Notional CLIN Structure Draft CMSS Performance Work Statement (PWS) CMSS Comment Resolution Matrix (CRM) This Special Notice is issued by the Air Force Space and Missile Systems Center (SMC) Space Superiority Systems Directorate (SY), Los Angeles Air Force Base, CA. The purpose of this notice is to request feedback from interested industry parties on selected draft Request for Proposal (RFP) documents for the SMC/SY Combat Mission Systems Support (CMSS) acquisition, previously synopsized as the SMC/SY Space Control Depot Support (SCDS) II acquisition. These four draft documents are: 1) CMSS Performance Work Statement (PWS) for system sustainment; 2) Counter-Communications System (CCS) Statement of Work (SOW) for Block 10.3 development; 3) Contract Line Item Number (CLIN) structure; and, 4) Bidder's Library documents index. Request feedback be submitted using the uploaded Comment Resolution Matrix no later than 25 September 2017. Do not include proprietary information in your response. The SMC/SY program office is particularly interested in feedback on the organization and content of the PWS and SOW documents and whether the bidder's library content provides information necessary and sufficient for proposal preparation, and what additional information would be beneficial to potential offerors for the draft RFP and final RFP releases. Additional individual draft documents may be released incrementally before release of the complete draft RFP. The program office has established a bidder's library in advance of the draft RFP release. A portion of the available documents are classified TS/SCI/SAP and interested parties are advised to review the security requirements previously detailed in Special Notice SCDSII-RFI-Security, posted 7 April 2016, before contacting the SMC/SY security office point of contact, Mr. Stephen Taylor, SMC/SYS, stephen.taylor.2@us.af.mil, (310) 416-1618. Bidder's library documents are available only upon request. Unclassified documents will be provided on a CD-ROM. This notice is issued solely for information and planning purposes and does not constitute a solicitation. The Government is under no obligation to acknowledge receipt of submissions or of the information received, or to provide feedback to respondents with respect to any information submitted in response to this synopsis. The Government does not intend to award a contract on the basis of this information and will not reimburse respondents for any costs associated with preparing or submitting a response to this notice. The Air Force has entered into contracts with the Aerospace Corporation, AT&T Government Solutions, KTSI, SAIC, Quantech Services, Tecolote Research, Integrity Applications Inc., TASC, Booz Allen Hamilton, Cosmic AES, RSE, Inc., and DMB, Inc. These companies support the Air Force's SMC/SY program office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other advisory services. Respondents are hereby notified that all responses may be provided to our support contractors consistent with their services to the Air Force. If the respondent disagrees with the release of its response to any of these organizations, the respondent must clearly state this restriction in the cover letter accompanying this notice.
