- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a size standard of $38.5 Million in average annual receipts. Brief Description of Requirements: EOS Web e-Library Integrated Library System maintenance support for 1 Base year and 3 Option years. Services include, but are not limited to, library support with interactive and searchable catalog of all unique titles (OPAC); circulation (checking out, checking in, overdue items); cataloging and classification of all unique titles; serials management; interlibrary loan; interaction with other library systems; report writing and statistics and must be Z39.50 Server/Client compliant. The Government intends to negotiate a sole-source contract for the purchase of the requirement described above. The identified sole-source provider/producer of this software maintenance is as follows: SirsiDynix EOS LLC Cornerstone Corporate Center 1902 Wright Place 2nd Floor Carlsbad CA 92008-6583 The Government has determined that no other source can meet this requirement. SirsiDynix EOS LLC is the sole manufacturer and distributor of the required proprietary software maintenance. EOS Web software is integral to the existing Integrated Library System infrastructure. The utilization of an alternate brand would require an information assurance impact analysis and assessment per DODI 8510 and AFI 33-210, a costly data conversion, unacceptable delays to the mission and substantial duplication of costs not to be recovered through competition. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to Tabitha.Haggart@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or after 01 October 2017. Notice to Offeror(s)/Suppliers(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
