- The Defense Security Service (DSS) intends to negotiate a sole source contract with Circinus, LLC. under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b), for CounterIntelligence and Business Analysis Support Services. This support requires a Subject Matter Expert (SME) to conduct a complete review of the CounterIntelligence (CI) analysis and business analysis branch to assess DSS analysts. This SME will be tasked with identifying skill deficiencies and providing a recommended course of action to increase the skill level of the DSS analysts. The requirement includes a complete review of the counterintelligence analysis branch and the business analysis branch to assess the analytical skill, available tools and resources and assess the level of collaboration with counterintelligence analysis throughout the Intelligence Community (IC). This requirement will include a report recommending areas of improvement as well as strategies on how to improve. Only Circinus, LLC is capable of providing the services with recent experience at the senior executive level with the relevant responsibilities ranging from tactical to presidential at the deputy director level of senior intelligence to meet the Government's requirement. There are other individuals with this experience but these individuals are not available in the commercial marketplace. This is a notice of intent and is not a request for competitive quotes or proposals. No solicitation is available. Firms that believe they can meet the requirement are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within two business days of publication of this notice. All information received within two days of publication of this synopsis will be considered by the Government to determine if the more than one firm can meet the Government's requirements and is capable of providing technically acceptable services. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
