09/12/2017 Answer to question 17 below: The certificates provided for AJV 2 and AJV 15 are from Global Certification USA. This Certification Body (CB) is not accredited. Please confirm this statement by contacting the CB directly. This issue is critical as it would mean that the unaccredited certificates cannot be accepted by any accredited CB such as ours and these organizations would have to start over with an initial certification to ISO 9001:2015. The absence of the accreditation mark on the certificates provided from Global Certification USA and a search within the ANAB accreditation directory indicates that they are not accredited while ABS which certified AJV 3 is accredited by ANAB. FAA Response: We are waiting to hear back from Global Certification USA regarding their accreditation. Please advise on the status of this question. FAA RESPONSE: We have just heard back from Global Certification USA. Sorry for the delay. The response states that Global Certification-USA was accredited with GlobalGroup USA by UKAS. The accreditation document was provided. The certificates do not have UKAS marks on them because the company was in the process of selling Global Certification-USA when they issued these certificates and did not know who the next accreditation body would be. Global Certification-USA was sold after the certificates were issued. The FAA is still certified. The FAA's certification is still valid under the UKAS Accreditation with GlobalGroup USA. 9/08/2017 Questions and answers 1. Confirm that the headcount listed for each site on page 8 includes FTE, PTE, and contracted personnel. INITIAL RESPONSE: The page 8 headcount for AJV-5 includes FTEs only. The page 8 headcount for AJV-15 includes FTEs, contractors, and two details, one in AK and one in NY. I forgot to add that the answer to Question #1 needs to be revised to include all FTE, PTE, and contracted personnel working within the scope of the QMS at each site. The organization cannot provide only FTEs. UPDATED RESPONSE: AJV-5 Oklahoma City 285, Silver Spring 324, Fort Worth 2. AJV-15 (OEG) Anchorage 2, Atlanta 5, Chicago 2, Washington DC 4, Fort Worth 8, Kansas City 6, Los Angeles 3, New York 4, Seattle 2. 2.Provide a copy of the current ISO 9001:2008 certificate for the certified organization(s). Note: please do not respond that this will be provided post-award to the successful offeror. All certification bodies are required to verify that the existing certificate has not been suspended or revoked and is free from suspension or revocation. The Certificate is not a classified document and is not subject to FOIA requests. Attached. 3.State what exclusions have been taken to ISO 9001:2008 Section 7. INITIAL RESPONSE: Note, this requirement is for ISO 9001:2015. Question #3 needs to be answered. We understand that the certification is for ISO 9001:2015. However, understanding the exclusions taken to ISO 9001:2008 will assist us with the technical approach and pricing proposal. UPDATED RESPONSE: SEE TABLE BELOW. Clause: Justification: Section 7.3 OEG does not engage in design and development activity. The scope of the OEG QMS does not include this element. Section 7.4 OEG does not engage in purchasing activities. There is no evaluation or selection of suppliers based on their ability to supply product IAW the organization s requirements. There is no criteria for selection, evaluation and/or re-evaluation to be established. Section 7.6 OEG does not use or utilize monitoring or measuring equipment for providing evidence of product conformity. Therefore, OEG claims exclusion for this clause. 4.State when the organization was first certified to ISO 9001 (i.e. year). AJV-5 Response: Around 2000 AJV-15 Response: Around 2009 5.Has the current Certification Body issued any MAJOR non-conformance for either standard to the organization in the previous 3 years? AJV-5 Response: Yes, AJV-5 has one major that must be closed by the next audit. AJV-15 (OEG) Response: No Major non-conformist 6.State whether the organization has copies of the previous 3 years of audit reports as issued by the current Certification Body (YES OR NO). AJV-5 Response: No, AJV-5 has one or two years. AJV-15 (OEG) Response: Yes for prior 2 years 7.State whether the site has copies of the previous 3 years of corrective actions as issued by the current CB and as accepted by the current CB in their possession (YES OR NO). AJV-5 Response: AJV-5 has one or two years. AJV-15 (OEG) Response: No Corrective Actions 8.Provide the contract/solicitation number for the contract that covered the previous 3 years of certification. DTFAAC12A-00026 Order 0001, DTFAAC12A-00026 Order 0002, DTFAAC12A-00026 Order 0003, DTFAAC-15-P-04747, DTFAAC-16-P-02945; DTFAWA-13-P-00139. 9.Page 43 of the SOW references auditor qualifications. RAB no longer exists. The requirement should be that the Lead Auditor is certified by Exemplar Global (formerly RABQSA) or the International Registry of Certificated Auditors (IRCA) to ISO 9001:2015. Note that many auditors are not competent to audit to ISO 9001:2015 and are certified to ISO 9001:2008. The ambiguity in the PWS could result in an unqualified auditor being selected for this project. FAA Response: SIR Factor 2 states another similar body may be used. This factor also includes auditor experience requirements conducting audits to the new standard. 10.There is no requirement stated for the Certification Body (CB). The AJV should require that the Certification Body by accredited to ISO 17021 by an Accreditation Body (AB) that is a member of the International Accreditation Forum (IAF) whose scope of membership includes management system certification. This requirement will ensure that only accredited Certification Bodies provide offers for this SIR. FAA Response: SIR Factor 1 states that the contractor must be able to audit and certify an organization which infers that only a certified body could issue a valid Certificate of Registration. AJV-5 and AJV-15 require certificates of registration from the contractor (Registrar) awarded this contract. 11.Clarify whether all of the AJV sites operate under a single QMS or whether they have separate QMS. AJV-5, Aeronautical Information Services, now has one (separate) stand-alone QMS. While AJV-15 (Obstruction Evaluation Group) another FAA organization has another separate QMS. Each respective organization, AJV-5 and AJV-15 maintains separate ISO 9001 certificates. 12.Is there a headquarters for AJV? AJV-5 HQ is considered Oklahoma City, OK. AJV-15 HQ is considered Washington D.C. 13.If the answer to #10 is that the AJV sites operate under a single QMS, indicate whether management review, internal audits, and corrective actions are coordinated from the HQ and where that HQ is located. See answers to #11 and #12 14.During previous ISO 9001 audits, have all sites been audited each year? Or is a multi-site sampling plan in use? FAA Response: All sites have been audited each year (For AJV-5 and AJV-15). 15.If the answer to Question #13 is that a multi-site sampling plan is used, provide a copy of that Plan. N/A 16.You provided us with three (3) separate certificates-one for AJV-2, AJV-3, and AJV-15. Will there now be one certificate for all sites? No. Or will each group maintain its own certificate as before? FAA RESPONSE: Certificate #1: AJV-15 (OEG) will maintain its own certification as before (covers all AJV-15 sites). Certificate #2: AJV-2 and AJV-3 were recently combined to make AJV-5. This is due to organization realignment. Going forward, only one certificate (instead of two) will be maintained for all AJV-5 sites (formerly AJV-2 + AJV-3). 17.The certificates provided for AJV 2 and AJV 15 are from Global Certification USA. This Certification Body (CB) is not accredited. Please confirm this statement by contacting the CB directly. It is replaced and changed to a Total Small Business Set-Aside. The Request for Offer is being submitted for the requirement ISO 9001 Re-certification and Surveillance Audits for Quality Management Systems for the Aeronautical Information Services (AIS) AJV-5 and the Airspace Services Obstructions Evaluation Group (OEG) AJV-15. Please see the attached SIR and respond by the closing date of the announcement. Please be advised this is a total Small Business Set-aside. Please read the SIR in it's entirety. Submit the Signed SIR; completing the Schedule B and all associated fill-ins in the SIR along with the proposal and all other requested documentation and information located in the SIR.
