- Statement of Need: Travel Bags Solicitation: Statement of Need for 45 RS Open skies The 45 RS Open Skies program is requesting 80 travel bags with the following specifications: Black. Convertible backpack/rolling luggage. Internal metal frame. Padded adjustable Backpack straps with an adjustable sternum strap. Backpack straps sternum straps are internally storable when used as rolling luggage. Padded back and lumbar panel. Extendable / telescoping metal handle. Multiple zipping pockets, including pocket near extendable handle. Larger than 75 L capacity. Lifetime Warranty. Has two or more compression straps. Top, bottom, and side grab handles. Daisy chain attachment points for additional gear.
