Description
INTENT TO SOLE SOURCE Trial Skills Training and Advanced Witness Preparation -Act of Communication - SS-CFPB-17-081 The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Consumer Financial Protection Bureau (CFPB), intends to make award to Act of Communication, 5354 Etheldo Ave., Culver City, CA 90230 on a sole source basis, under authority of FAR 6.302-1, for a potential of six total classes of Trial Skills Training and Advanced Witness Preparation. The Bureau requires two interactive courses to provide training focused on trial skills and witness preparation. These courses must be presented in Washington, D.C. and must provide at least 14 hours of instruction for the trial skills program, and 7 hours for the witness preparation program. Each program must be able to accommodate 20+ employees and must provide telecommunication access. The trial skills program must provide instruction in: Monologue; Dialogue - language, voice, and body; Motion Argument, opening statement, and presentations. The witness preparation program must provide instructions in: how to listen to a witness, read body language, and encourage trust and communication; must provide opportunity for attendees to perform and practice with immediate critique from the instructors; how to use learning styles to best teach the witness what he/she needs to learn about basic witness issues. The instructors for the course must have experience and expertise in theatrical arts and in training attorneys who appear in U.S. District (federal) courts. Act of Communication meets all of the requirements of the CFPB. NO SOLICITATION IS AVAILABLE. A request for more information, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 10:00 AM EST September 22, 2017. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: TF/LS REF SS-CFPB-17-081. Vendor responses must include sufficient evidence that clearly shows their commercial, off the shelf training class is capable of meeting all of the requirements of the Trial Skills Training and Advanced Witness Preparation programs Act of Communications provides. If no written response is received that clearly demonstrates an ability to meet all requirements and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to Mortgage Bankers Association. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your training classes are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's training, as well as a list of customers to whom your company currently provides these training classes. 4. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
