Description
The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing a 4 year preventative maintenance, calibration and emergency service contract, consisting of a base year plus 3 option years, for two Oxford Aztec X-MaxN 80 Energy Dispersive Spectrometers (EDS) systems and one Nordlys Electron Backscatter Diffraction (EBSD) system. One EDS system is mounted on a Zeiss Ultra 60 FESEM which is located in a class 100 cleanroom. The other EDS and EBSD systems are mounted on Thermo Fisher (FEI) Helios 660 Dual Beam electron microscope that is located outside the cleanroom in the G corridor laboratory in the NIST Center for Nanoscale Science and Technology (CNST) in Gaithersburg, MD. These systems are used as shared resources that are accessible to researchers from industry, academia, NIST and other government agencies. The service contract is required to keep these systems operational, with minimal interruption in service so they are available for use 24 hours per day and 7 days a week. After the results of the market research are obtained and analyzed, and specifications are developed for the preventative maintenance service contract for the Oxford EDS and EBSD systems that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. 1.GENERAL Provide a 4 year preventive maintenance and emergency service contract for two Oxford Aztec X-MaxN 80 EDS systems and one Nordlys EBSD system. The contract shall consist of a base year plus 3 option years. 2.REQUIREMENTS: a.This service contract shall consist of one preventative maintenance and calibration visit per year and emergency service as needed. b.The EDS and EBSD systems shall be serviced by factory-certified personnel and only OEM parts shall be used. c.Service engineers shall be equipped with all the tools required to perform all services. d.The contract will cover labor and travel. EQUIPMENT COVERED: The following tools shall be covered by this service contract. a.Oxford Aztec mics/X-stream2//X-Max 80 EDS system (Serial Number: SC38841//34101-X080) which is mounted on a Zeiss Ultra 60 FESEM b.Oxford Aztec mics/X-stream2//X-Max 80 EDS///Nordlys system (Serial Number: 63394//57832///NL04-2326-30) which are mounted on a Thermo Fisher Helios NanoLab 660. c.Covered equipment includes all integrated system components, detectors, mics boxes, x-stream2 boxes, pulse processors and software updates or modifications. SCHEDULED SERVICE: The vendor shall perform a minimum of 1 preventive maintenance and calibration service visit per year on each tool. This service will include installation of software modifications and verification of system performance. PERFORMANCE METRICS: The Vendor shall provide a written annual report documenting the performance of the detectors. The units shall meet the manufacturer's quoted resolution specification. UNSCHEDULED SERVICE: Priority phone service shall be provided within 1 business day and parts and or a service engineer will be sent if phone service does not solve the problem. Broken detectors will be serviced on a return to factory basis at Oxford Instruments' US repair facility. If the detector requires repair or testing that can only performed under original manufacturing conditions, then the detector shall be returned to Oxford Instruments' United Kingdom Manufacturing Facility. SERVICE PERSONEL: The vendor shall be capable of providing in advance the full name and citizenship of each service personnel that will require NIST campus access. For any personnel that are not US citizens or permanent residents, this information must be provided at least three days in advance. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811218, as those domestic sources with $20,500,000.00 or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that can provide a preventative maintenance service contract for two Oxford Aztec X-MaxN 80 EDS systems and one Nordlys EBSD system are requested to email a detailed report describing their abilities to forest.crumpler@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(s) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to forest.crumpler@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
