- Description
- This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act. This is a non-personal services contract to provide support services for compliance with State and Federal environmental requirements for Kirtland Air Force Base (KAFB). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Basic Services: The Contractor shall provide all qualified personnel, management, and supervision, to perform the projects associated with the General Environmental Compliance Support as defined in this PWS. No work shall be accomplished beyond what is specified in this PWS unless specifically directed by the Contracting Officer. The tasks to be completed under this contract are described in more specific detail in the following subsections. 5.2 Kick-Off Meeting: The Contractor shall attend a Project kick-off meeting or teleconference within 30 days of contract award to discuss task requirements and expectations. 5.3 General Environmental Compliance Support: The Contractor shall perform the following tasks in order to support Kirtland Air Force Base General Environmental Compliance Support actions: 5.3.1 Attend charrettes/design review meetings (approximately 1 hour per meeting) for installation construction projects. During meetings, communicate environmental compliance concerns to construction contractors, document meeting attendance, and provide updates/documentation to appropriate Environmental Program Managers. Review approximately 10 construction review documents for proposed projects per month and ensure the proper National Environmental Policy Act (NEPA) and environmental requirements have been met and are communicated and documented. 5.3.2 Perform compliance visits to installation shops (e.g. storage tanks, buildings) based on prioritization from Environmental Program Managers. Review compliance with all applicable environmental requirements including the Spill Prevention Control and Countermeasures (SPCC) plan, hazardous waste, wastewater, stormwater, air quality, and any other applicable environmental requirement. Document visits and any findings in the eDASH finding tracker electronic system. Assist shops with developing corrective actions to address findings, and track findings to closure. It is anticipated that each visit, documentation, assistance to the shop, and follow up to develop corrective actions and track findings will take four (4) hours. 5.3.3 Assist KAFB Environmental Program Managers by entering findings into the Air Force eDASH finding tracker electronic system. Finding documentation will be provided by Environmental Program managers on a form or transmitted through email to the Contractor. 5.3.4 The Contractor shall provide a monthly status report describing work completed during the reporting period.
