- This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement on behalf of Bureau of Ocean Energy Management (BOEM). The purpose of this notice is to announce the Government ¿s intent to award a sole source Purchase Order to E&E News, 122 C Street NW 7th Floor Washington, D.C. 20001, in accordance with FAR Part 13.501(a). BOEM has chosen Environment & Energy (E&E) Publishing, LLC for comprehensive, daily coverage of environmental and energy politics and policy. E&E coverage of issues is very in-depth and strives for a balanced, non-advocate approach. There is a heavy emphasis on Washington policy, but there is also coverage on nationwide and international news. There is no other comparable service that provides the depth of coverage of energy and environmental issues, the timeliness of reporting, and the balanced approach that E&E Publishing brings to the issues. This is NOT a request for competitive quotes. The intent of the Special Notice is for ¿informational purposes ¿ only. However, any and all information received by the point of contact (POC) listed below; by 3:00 p.m., September 15, 2017 will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
