- J&A for other than Full and Other Competition THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT to procure technical and program requirements to develop United States Marine Corps Non-Nuclear Ordnance Requirements (USMCNNOR) Class V (W) in accordance with the Office of the Secretary of Defense (OSD) and the Office of the Commandant of the Marine Corps (CMC) guidance. This effort requires model development and modification, database development, validation and verification, data entry, requirements computation, assessment of results, documentation and on-call munitions requirements analysis to support the Logistics Integration Division (LID), Capabilities Development Directorate (CDD), Deputy Commandant Combat Development & Integration (DC CD&I) as authorized by MCO 8000.7A which delegates responsibility to LID for the USMCNNOR Class V (W) process. The Government intends to award a sole source contract for the above services to a small business, Quantics, Inc., 211 Welsh Pool Road, Suite 130, Exton, PA 19341. T he Government intends to solicit only one source. Statutory authority permitting other than full and open competition is 41 U.S.C. § 3304(a)(1) and 10 U.S.C. § 2304(d)(1)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B). The intent of this contract is to prevent unacceptable delays and/or a lapse in coverage for these critical, required services. DURATION: This requirement is for one (1) six month base period with three (1) one month option periods and a one (1) six month option period if FAR 52.217-8 is exercised. T his notice is for information purposes only and is not a request for quotation. No solicitation document is available and telephone, fax, or email request will not be honored. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
