- THIS IS A NOTICE OF INTENT. IT IS NOT A REQUEST FOR PROPOSALS OR QUOTES. Military Sealift Command (MSC), Norfolk, VA, intends to issue a Firm-Fixed-Price bridge contract to a single source under the authority of FAR 6.302-l(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 30 September 2017 to Dynamic Network Enterprises, Inc. (DNE). The period of performance will be six months from 01 October 2017 to 30 March 2018. The current contract will expire on 30 Sept 2017 and the intent of this bridge is to extend services for 6 months until a new contract can be awarded. DNE is the only contractor that can satisfy the necessary requirements. The proposed contract is a six month "bridge" following contract N40442-11-P-6050. DNE is providing critical support for the Military Sealift Command's (MSC) N8 Department with operational support for the archived payroll system called the Unified Civilian-Mariner (CIVMAR) Payroll System (UCPS). UCPS provides payroll services for approximately 6,000 CIVMARS. The services provided under contract N40442-11-P-6050 are critical to support N8 Payroll Office. Information Technology (IT) project oversight support providing subject matter expertise of current payroll systems and technical oversight tracking the progress/status of payroll related support service for 6000+ civilian mariners; Payroll Operations Support that provides technical support of the production operations of the Unified Civilian Payroll System (UCPS) and production time and attendance file processing including System Administration, Payroll Operations Support, Project Management, Planning, a n d Verification and Validation activities. The continuation of uninterrupted services are critical to ensure MSC's N8 process timely payrolls for 6000+ civilian mariners This procurement is a FAR Part 12 acquisition being conducted using FAR Part 15 procedures. The North American Industry Classification System (NAICS) code for this requirement is 541519 with the size standard of $27.5 million.
