- Questions & Answers Question 1: Would a local owned small business "PIA" with a secure private network and cloud services through AWS (Commvault), Cisco (BT) be of benefit for this collaboration? Answer 1: Yes, I think it would be a benefit. Question 2: In reference to the term Partnership Intermediary Agreement (PIA) can you clarify what types of entities can enter into a PIA, are there any restrictions? Answer 2: Please refer to 15 USC 3715 & SECNAVINST 5700.17, Domestic Technology Transfer, 27 March 2009 for the rules governing PIA relationships. Question 3: Can a large for-profit business be eligible to enter into a PIA? Answer 3: A PIA is an agreement between the Government and intermediary organization such as state and local governmental agencies and nonprofit entities operated by or on behalf of a state or local government to perform partnership intermediary services. The goal and vision of AU and our PIA partner would be to collaborate and interact with industry (both small and large for-profit businesses) to leverage each other's assets and expertise, and assist with technology transfer and transition to industry.
