Description
System Specs This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-328 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) has a requirement for a vendor who can provide the following (new) Molecular Devices product: PN: GENEPIX 4000B-U: GenePix 4000B Scanner with GenePix Pro. Includes 532nm green laser, 635nm red laser, standard filters, USB cable, power supply, calibration slides. Simultaneous scanning, non-confocal, single-slide microarray scanner with real-time PMT adjustment. Adjustable laser power (10%, 33%, 100%), 64 micron focal depth and user-selectable resolution form 5-100 microns per pixel. - Quantity (1) EA. The lab has inquired about plate readers that are compatible with Invitrogen, the provider of the labs protein microarrays and determined that the GenePix is the only acceptable scanner that is compatible with Invitrogen arrays and meets the lab needs and specifications. The GenePix4000B provides 2 lasers (Cy5 and Cy3) system by default. The GenePix has high speed simultaneous dual-channel scanning. It scans both red and green fluorescent channels simultaneously and not sequentially. This eliminates the need for post-capture image registration, avoids the potential of pixels shifting or photo bleaching and increases overall capture speed. The GenePix can scan down to s micrometer resolution and scans from the bottom of the slide. The software can read multiple sections at different settings and find and return to specific spots on the slide. Allowing researchers to back up their claims and findings. The GenePix has non-confocal Technology that provides a depth of field of 64 micrometer, this expanded focal range is ideal for thin and thick specimens and everything in between. The high sensitivity (0.1 fluor/square-micrometer) allows for detection of weak signals without generating background noise. See attached for GenePix specifications, features and benefits. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items: The Government will select the best overall offer based on lowest price and ability to provide the specific product listed above. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be the most advantageous to the Government in accordance with the requirement. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due within seven calendar days from the publication date of this synopsis or by September 18, 2017 before 10:00 am EST. via email or postal mail.
