NOTICE DETAILS Solicitation #:W91CRB-17-R-0040 W91CRB Request For Information (RFI) Procurement Type: Request for Information regarding "Best Efforts" on Image Intensifier (I2) Tubes Date Posted: 12 September, 2017 Title: Product Manager Soldier Maneuver Sensor (PdM SMS), I2 Best Efforts RFI Description: INTRODUCTION: This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to gain information for a potential program of record. Since its inception in 2002, Program Executive Office (PEO) Soldier has provided U.S. Soldiers with capabilities to ensure they remain decisive and dominant through the full spectrum of military actions. Ensuring that Soldiers have the most advanced equipment, from protective equipment such as helmets and body armor, to weapons, power solutions and sensors and lasers, means keeping ahead of scientific and engineering innovation. One such effort is to deliver the best night vision technology to the individual Soldier on the battlefield through Image Intensifier Tubes (I2 tubes). PdM SMS is releasing this RFI in order to obtain performance specification information from industry stakeholders on their I2 tube specifications and capabilities. PdM SMS invites industry, academia, individuals, and labs to provide written performance specifications of their, "best efforts" concerning I2 tube capabilities. In addition to the written specification, PdM SMS encourages participants to submit an Information Paper/White Paper that addresses their system's Key Performance Parameters (KPP), such as, detection ranges in various conditions and environments, and, Key System Attributes (KSAs) necessary to achieve KPPs and enhance the soldiers' capability. The written specification, Information Paper/ White Paper and questions in reference to this RFI shall be submitted to the Contracting Office POC listed below. PdM SMS is requesting submissions by 29 September 2017. Upon request from interested party, PdM SMS can schedule sessions to address questions, however, funding or future competitions will not be discussed with parties responding to this RFI. Following this RFI, PdM SMS may invite industry, academia, individuals, and labs with materiel solutions of their I2 tube best efforts to participate in a Night Vision Electronic Sensor Directorate (NVESD) assessment. If warranted, PdM SMS will release an amendment to this RFI inviting participation in the NVESD assessment with details of specific date, time, location, etc. SUBMISSION INSTRUCTIONS: INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS. INTERESTED PARTIES SHALL SUBMIT PERFORMANCE SPECIFICATIONS, INFORMATION PAPERS/WHITE PAPERS AND INITIAL QUESTIONS BY THE SPECFIED DUE DATE. No contracts will be awarded based on this announcement. If you are interested in responding to this RFI, please e-mail the Contracting Office POC listed below by 29 September 2017 no later than 3:30 P.M. EST. Please include the following information in your e-mail: • Company name • Business Type and size (i.e. service-disabled veteran-owned small business, women-owned small business, etc.) • The information papers your company will provide in response to this RFI. • Company Cage Code If an offeror requires a meeting with the Government to discuss topics which may be of a proprietary nature, please e-mail the Contracting Office POC listed below by 29 September 2017 no later than 3:30 P.M. and a discussion can be scheduled. The deadline for submitting questions to the Government regarding this RFI is 15 September no later than 3:30 P.M. Questions can be submitted to the Contracting Office POC listed below. Information Papers/White Papers shall not exceed two (2) pages in length, one sided, using a PDF format and no less than 10-point font, Times New Roman, single-spaced. Information Papers/White Papers not meeting these requirements may not be reviewed. Proprietary Information: Respondents shall clearly identify and mark in writing all proprietary information on all documents being provided to PdM SMS. Information Paper/White Paper Submission Format: Section A: Name of Company/ Corporation, Point of Contact, Title, Date, E-mail Address, Phone Number, Fax Number, Organization/Office Symbol, Mailing Address, Cage Code, NAICS Code, Business size (small or large). Section B: Capability description - Address your company's I2 product KPPs, KSAs and other capabilities and features. How will your company's I2 tube product enhance mission effectiveness? Describe limits of environment in which your solution can operate. Section C: Please note related federal contracts to include Government point of contact, current telephone number, e-mail address, and mailing address. Information Paper/White Paper and Question Submission date: 29 September 2017 Submission e-mail shall be sent to the contracting office POC listed below with the subject line: "RESPONSE for SMS I2 Best Efforts RFI" USE OF INFORMATION: The purpose of this notice is to gain industry best effort information and convey that to PdM SMS program of record. All proprietary information contained in the response shall be separately identified and marked. Any proprietary information contained in response to this request will be properly protected from any unauthorized disclosure. FEDERAL ACQUISITION REGULATION (FAR): Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although, "proposal" and, "respondent" are used in this RFI, your responses will be treated as information only. It shall not be used as a proposal.
