Updated Deliverables Additional Q&A: RFQ Due Date is September 18, 2017, 12:00 PM EST. 1. Please confirm that contractor will pre-screen potential participants for medical history (diagnoses, medications, contraindications for MRI scanning) and interest (willingness to attend visits in Bethesda and participate in principle), and that MBDU staff will perform clinical screening assessments (MFQ, SCQ, ARI, SNAP) of the pre-qualified referrals that the contractor passes to MBDU. No, the questionnaire screening has to be done by the company that does the recruitment. This is a key aspect of the scope of work. 2. Regarding the text below from page 15 of the Outreach RFQ document, please confirm that MBDU staff will perform the clinical screening assessments, and share score data with contractor for inclusion in status reports. Reports shall include, but are not be limited to, detailed outreach activities performed in the period of performance, number of callers in the period of performance, referral sources in the period of performance, and outcome of callers in the period of performance. The spreadsheet shall be a full and detailed spreadsheet with narrative as necessary. MFQ and ARI scores and the criteria set out above (under Contractor Requirements) shall be clearly displayed. No, the screening has to be done by the company that does the recruitment. 3. Can you confirm that no award can be made for more than $150,000 because this opportunity fall under the simplified acquisition regulations (FAR Part 13). We are following the Simplified Acquisition procedures for this requirement, up to $150,000. However, Offerors are advised to carefully review the requirement in deriving the firm-fixed price to provide a best value proposal. 4. Is there a vetting approval process in order to perform work for HHS-NIH-NIDA? For the contractor to recruit for NIMH, permission by the NIMH IRB (Institutional Review Board) will be needed. This permission will come in the form of an amendment to an existing protocol. This typically takes approximately 45 days. The permission pertains to the methods that will be used for recruitment. Please see the updated deliverables schedule below (also attached). Does receiving "Find RFP Notifications" mean we're approved to do business? All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov in accordance with FAR 52.212. Questions & Answers 1. There seems to be a discrepancy on the due date of the solicitation. On the FebBizOps announcement it says that the due date is September 15, but in the RFQ on page 3 it says the due date is September 18. Which is the correct date? September 18, 2017 2. The FebBizOps announcement identifies this project as a Simplified Acquisition with a threshold of $150,000; but according to FAR, Simplified Acquisitions are only for small business set aside projects, which this is not. Since it would be difficult to do this project for $150,000, is it possible that NIDA would consider changing this project from a Simplified Acquisition to an open competitive with no threshold? This is an unrestricted simplified acquisition in accordance with FAR Part 13. The due date is changed from 9:00 AM EST September 15, 2017 to September 18, 2017, 12:00 PM EST.
