- JBSA Breath Alcohol Testing Services: WOSB SOLE SOURCE NOTICE -- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES This announcement constitutes a Notice of Proposed Contract Action for a non-competitive acquisition to be awarded by the 502d Contracting Squadron at Joint Base San Antonio (JBSA) Randolph, TX, to Alamo Forensic Services, LLC - 7340 Blanco Rd, San Antonio, TX, 78261-4966. The requirement is for a base plus one option year for Breath Alcohol Testing Services for the 902 Security Forces Squadron (SFS) at JBSA, TX, in accordance with the Description of Supplies/Services below. DESCRIPTION OF SUPPLIES/SERVICES: CLIN 0001 Monthly maintenance for Intoxilyzer 5000 & 9000 at three main locations on JBSA (Qty: 12 MOs) CLIN 0002 Unscheduled maintenance/major repairs for Intoxilyzer 5000 & 9000 on JBSA (Qty: 30 HRs) CLIN 0003 Replacement parts (Qty: 1 LO) CLIN 0004 Initial Training (Est Qty: 30 EA) CLIN 0005 Annual Training (Est Qty: 60 EA) CLIN 0006 Consultation/Expert Testimony (Est Qty: 96 HRs) The reason for the woman-owned small business (WOSB) sole source is Alamo Forensic Services, LLC is the only known source willing and capable of providing the requirement outlined above on JBSA. This notice is neither a request for quote nor a solicitation of offers, and FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT ; however, vendors that feel they can fulfill this requirement should provide a complete capability statement, to include references from previous relevant work, to the points of contact identified in this notice. A determination by the Government not to compete this requirement based on responses received is solely at the discretion of the Government and the Government will not reimburse any costs incurred because of the response. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement under NAICS 541380 with a size standard of $15,000,000.
