Description
Maxwell AFB Dorm Locks for OTS GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg. 804, Maxwell AFB, AL has a requirement to replace and install locks for the Officer Training School (OTS) dormitory as described in this document. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is issued as a Request for Quote (RFQ) (Reference-Number F2XJA87130AW01). The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005-95 (17 Jan 2017) and the DPN 20161222 effective 22 Dec 2016. A Firm Fixed Priced Award will be made in accordance with the following: NAICS Code: 335999; size standard: 500 employees The Defense Priorities and Allocations System rating is C9E. IMPORTANT NOTES: 1. THE GOVERNMENT IS SOLICITING FOR "OPEN MARKET" QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES WILL NOT BE CONSIDERED. 2. ALL PRODUCTS MUST BE NEW; NO REFURBISHED OR USED ITEMS WILL BE ACCEPTED. NATURE OF ACQUISITON: The Holm Center's - Officer Training School on Maxwell AFB, AL has a requirement to purchase the below listed items outlined in Contract Line Item Numbers (CLINs) 0001 - 0006. This procurement will be awarded under Simplified Acquisition Procedures. All inquiries/responses to this notice must be received by 22 September, 2017, 2 p.m CDT. SCHEDULE OF SUPPLIES/SERVICES: This acquisition is for the purchase of the following items: CLIN Description Quantity 0001 The contractor shall provide Electronic Mortise Locks including all components and accessories to install electronic proximity door locks accordance with the attached Statement of Requirements (SOR) paragraph 2.1. 123 each 0002 The contractor shall provide an Power Integrated Module 1 each IAW the attached SOR paragraph 2.2. 0003 The contractor shall provide an ACX Controllers IAW the attached SOR paragraph 2.3. 1 each 0004 The contractor shall provide Software to control the doors IAW the attached SOR paragraph 2.4. 1 each 0005 The contractor provide National Electrical Manufacturers Association (NEMA) 1 Panel IAW the attached SOR paragraph 2.5. 1 each 0006 The contractor shall deliver, and /install the door locking material (CLINS 0001-0005) IAW the attached SOR paragraphs 3.1 - 3.7. 1 each DELIVERY INFORMATION Delivery Address: Officer Training School 501 Lemay Plaza, Bldg. 1487 Maxwell AFB, AL 36112-6430 Shipping will be FOB Destination QUOTATION PREPARATION INSTRUCTIONS To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. a. The offeror must submit quote with unit prices and extended prices in response to this solicitation. Quote shall include the manufactuer and part numbers for all items. In doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, "Schedule of Supplies/Services", and terms and conditions, the offeror accedes to all solicitation requirements. b. Specifications: The contractor shall provide detailed specifications that clearly meet the minimum requirements referenced in CLIN 0001- 0005 and the SOR, paragraph 2.1 - 2.5. c. Project Milestone Plan (PMP): The offeror shall provide a PMP that establishes a timeline from issuance of the contract to the location identified in this solicitation. The exact format and content of the PMP is at the offeror's discretion, but it shall be expressed in terms of "days after contract" and include, at a minimum, a timeline for: Description Days after Contract Product Design Product Ordering Product Delivery Product Installation Total Number of days to Contract completion The Project Milestone Plan will be incorporated into the contract. d. Offerors must include a completed copy of the provisions at FAR 52.212-3, Alternate I, Offeror Representations and Certifications - Commercial Items. If any products offered are not a domestic, qualifying country, or designated country end product IAW DFARS 252.225-7021 (Trade Agreements), offerors are required to submit a completed copy of the DFARS 252.225-7020 (Trade Agreement Certificate) certification, from SAM, with their quote. e. IAW 52.212-3, the offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision, including the additions to (c) (11) at 52.212-3, Alternate I. f. Offerors should be at the Maxwell Blvd Gate, Visitor's Center at Maxwell AFB, AL at 12:00 PM CDT to receive a visitor's pass. Please provide a list of all attendees and ensure they have their driver's license, proof of vehicle insurance, and vehicle registration. All attendees' names will need to be submitted by 15 September, 2017 at 1:00 PM CDT. In addition to the attendees name (as reflected on their driver's license), include title and a telephone number for each individual. The installation of the new electric mortise locks will replace existing Onity electronic locks. The locks must be integrated into the existing Andover Access controls system or replaced with a system equal to the current system. This Andover Access controls system integrates the building controllers, door locks, request to exit buttons, Human Interface Devices (HID) Common Access Card (CAC) Readers, and existing camera system across campus including Blue Thunder as well as the individual dormitory door locks system. This system is tied back to two servers with an enrollment station at each location. This system is controlled at the server located in Bldg. 1487. All connections must be made via media converters, fiber converters and fiber breakout switches. All controllers, workstations and servers must have the latest updated software and programming revisions installed as required for all equipment. 2.0 DESCRIPTION OF ITEMS: The following items are required for performance under this contract. 2.1 Electronic Mortise Lock - The contractor shall provide, install and program 123 wireless electromechanical mortise locks designed to handle single openings, stand alone applications in the locations specified in Appendix A. The locks will be seamlessly integrated into the existing access control system. The mortise lock must be equipped for emergency egress where the deadbolt and the knob/lever latch are linked with an interconnect device. The interconnect device makes the deadbolt and door latch open from the inside with one single action. The single action (unlock and open) function should allow for quick and easy exit from a building in an emergency. 2.2 Power Integrated Module (PIM) - The contractor shall provide and install one (1) PIM and corresponding software to connect locks back with operating system located in Bldg. 1487. All equipment and software must be seamlessly integrated into the existing access control system front-end software and hardware. 2.3 ACX Controllers - The contractor shall provide and install one (1) controller that controls the opening and closing of the locks, the PIM is compatible with the existing Schalage software. The controller will be installed in the COMM closet of Bldg. 1491. Wiring is ran from the controller to the PIMs. This piece of equipment is the main piece that controls the software that locks and releases the mortise lock and software. 2.4 Software - The contractor shall provide and install proprietary software that resides in the PIM and the door hardware that controls the release and locking of the doors. 2.5 NEMA 1 Panel - The contractor shall provide and install one (1) NEMA 1 panel that houses the ACX controller and power supplies that run the systems. 3.0 INSTALLATION REQUIREMENTS: 3.1 The contractor shall possess a Building Industry Consulting Service International (BICSI) certification or equivalent certification. The contractor shall provide proof of certification listed in the paragraph as part of the proposal. The contractor must provide prior to award Andover Access Control System training certificates for each technician that will be working on the awarded contract. 3.2 Contractor will provide all panduit, conduit, wiring/cabling, fiber patch cables, relay switches and any other materials or tools to meet this requirement. The contractor shall provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all components. An Alabama State licensed General Contractor shall make or directly supervise all electrical connections. Installation shall be to Department of Defense, Air Force and Industry standards to include, but not limited to, those set forth in: TIA/EIA-570, Residential Telecommunications Cabling Standards, TIA/EIA-607, Commercial Building Grounding and bonding Requirements for Telecommunications, NFPA 70 National Electric Code (NEC), NFPA 101, Life Safety Code, and NFPA 780, Standard for the installation of Lightning Protection Systems, and Unified Facilities Criteria (UFC) Telecommunications Interior Infrastructure Planning and Design(UFC 3-580-01). The contractor shall provide all of the necessary tools to be able to complete the installation. This includes any ladders, lifts, hoists, power tools, safety gear or other equipment/tools, supplies necessary to complete installation and provide necessary testing of all installed components. The contractor shall meet all NFPA 101, Life Safety Code Egress requirements for Access Controlled doors. The contractor must provide all building modifications required to complete this project (electricity, conduit, running cable, etc.). Must work with base agencies where approval is required and provide documentation of applicable changes. 3.3 The contractor is responsible for post construction cleanup, which will include removal of all material, packaging, and all other debris left as a result of construction. General clean-up of material, packaging, and work areas will be conducted during job progress (at the end of each day as a minimum) to minimize unacceptable appearance of job site to student/visitor populations. 3.4. The contractor will provide onsite training on the full function of the system. The contractor shall provide customer with all books, manuals, literature, CDs and DVDs and other documentation on all equipment installed. Provide customer with all programming source code, to include but not limited to the source code, panel files, IR/232/IP modules, and any other digital or software requirement for full utilization, operation, and maintenance of system. 3.5 The contractor shall possess an Alabama General Contractors License with unlimited Electrical. Contractor will have a Department of Defense Facility Clearance of Secret or better to secure PII. The contractor shall provide 24-hour call service with a 48 hour response time for service and support, following contractor notification by the Government for a period of one (1) year following the installation completion date. The contractor shall provide customer with all books, manuals, literature, CDs and DVDs and other documentation on all equipment installed. Provide customer with all programming source code, to include but not limited to uncompelled source code, panel files, IR/232/IP modules, and any other digital or software requirement for full utilization, operation, and maintenance of system. 3.6 Any technical solution proposed shall be Federal Identity, Credential, and Access Management (FICAM) compliant for future integration. As part of a professional, quality installation, complete and concise as built drawings will be provided to the Government. At a minimum these will include professional quality system drawings, comprehensive cable labeling and installation and complete documentation on all equipment installed. 3.7 If the contractor is required to take building access controls offline during a system update, it is required to be done during regular business hours, and cannot interfere with the daily operations of the facility. 4.0 WARRANTY: 4.1 The contractor must provide manufacturers' warranties for the products supplied by the contractors. A ninety (90)-day quality of installation warranty insures that the installation is satisfactory and if any errors were made or any problems occur, the customer will have ninety (90) days to identify the issues. 4.2 The contractor shall provide a manufacturer's 3-year standard warranty for all installed equipment. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. 6.4 The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate to obtain a vehicle pass. Government ID card holders may not use their credentials to sponsor an individual on to the base to perform work that's been contracted to an official contractor. 6.5 During performance of the service, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials for any employee who no longer requires access to the work site. 6.5 All commercial vehicles will be directed to Gate 3 (Kelly St) or Gate 4 (Congressman Dickenson for Gunter) for processing through the Commercial Vehicle Inspection (CVI) Area, when operational. During non-duty hours and holidays, commercial vehicle inspections will be conducted at Gate 1 (Maxwell Blvd) or Gate 4 only. Inspection members will conduct thorough inspections of the interior and exterior of the vehicle for items prohibited from the installation such as explosive devices, weapons and ammunition, drugs, and open or closed alcohol containers. 6.6 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. 6.7 Failure to comply with these requirements may result in withholding of final payment. 6.8 Reporting Requirements: The contractor shall comply with AFI 71-101, Volume-1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to 42d Security Forces Information Protection Office, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter. 6.9 Traffic Laws: The contractor and their employees shall comply with base traffic regulations set forth in AFI 31-218, Motor Vehicle Traffic Supervision and AFMAN 31-113, Installation Perimeter Access Control. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket. 6.10 Random Installation Entry/Exit Checks: Entry/exit vehicle checks are conducted by order of the 42 ABW Commander. These checks are conducted for the purpose of safeguarding the base and protecting government property by discovering and seizing stolen property, classified information and contraband. Refusal to submit to an installation (entry/exit) vehicle check may result in the loss of base driving privileges, revocation of base registration, or debarment action. 6.11 Cellular Phone Operation Policy: The use of cellular phones while operating a motorized vehicle is prohibited on Maxwell-Gunter. Although discouraged, drivers are authorized to use devices, i.e. ear bud or ear boom, which allows their cellular phone to be operated hands-free. The device must not cover both ears. This policy applies to everyone driving on Maxwell AFB and Gunter Annex. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket. 6.12 Wireless Electronic Devices: The contractor will not establish their own Information Technology (IT) systems or networks (Local Area Networks [LAN], Wide Area Network [WAN], Cellular phone/USB Modem as WAN, Wi-Fi as WAN, etc.), or camera system without the direct permission of the Program Manager and governing communications and responsible information systems office (42 CS). 6.13 Firearms and Ammunition: Transporting weapons or ammunition, concealed or otherwise, IS NOT permitted by any non-law enforcement personnel on Maxwell AFB/Gunter Annex at any time regardless of state issued concealed weapons/LEOSA permits. "Bahrainian end product," "commercially available off-the-shelf (COTS) item," "component," "domestic end product," "Free Trade Agreement country," "Free Trade Agreement country end product," "foreign end product," "Moroccan end product," "Panamanian end product," "Peruvian end product," "qualifying country end product," and "United States," as used in this provision, have the meanings given in the Buy American-Free Trade Agreements-Balance of Payments Program-Basic clause of this solicitation. (b) Evaluation. The Government- (1) Will evaluate offers in accordance with the policies and procedures of Part 225 of the Defense Federal Acquisition Regulation Supplement; and (2) For line items subject to the Buy American-Free Trade Agreements-Balance of Payments Program-Basic clause of this solicitation, will evaluate offers of qualifying country end products or Free Trade Agreement country end products other than Bahrainian end products, Moroccan end products, Panamanian end products, or Peruvian end products without regard to the restrictions of the Buy American or the Balance of Payments Program.
