Border Collies certified by ABCA, BASH trained with a full veterinary package The Regional Contracting Office, Marine Corps Base Hawaii (MCBH) is soliciting sources for Procurement of two Border Collies certified by the American Border Collie Association (ABCA) - Trained for the Bird Animal Strike Hazard (BASH) to run all types of birds and work in an active airport environment - Trained on voice and whistle commands, a certificate of training will be required stating that the dogs are trained to do BASH - 6 month replacement warranty - Full vet package (health cert, heart worm check, vaccinations, any requirements for shipping to MCBH, etc) - Crate - Spayed or neutered - On-site training - This training is done on the airfield with all possible handlers. It includes bird biology and full handler training in the work environment to assure the proper transition of the dogs to MCAS facilities. -Training on basic dog care and maintaining physical fitness of working dogs -Training on handling working border collies - Advice on working at MCAS by dog experts - Follow-up consulting - One year health warranty - Life time consultation. See Attachment 1 for the minimum salient characteristics for Border Collie BASH dogs. This includes one week of on-site training and delivery of the working dog. This also includes a written operating instruction on handling of the canine and recommendations for any habitat changes on the airfield and a full management program with the canine. All training will be videotaped and edited for use by the facility for training of additional handlers. See Attachment 2 PWS for BASH Dog Handler training of MCAS staff. This synopsis is prepared in accordance with FAR Part 12 Acquisition of Commercial Items. The provisions and clauses in the Request for Quotations are those in effect through FAC 2005-95. The Request for Quotation (RFQ) number is M00318-17-T-0014. The anticipated contract will be a Firm Fixed Price Contract. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code (NAICS) and the small business size standard for this procurement is 112990 and $750,000 respectively. All contractors must be registered in the System for Award Management database to be eligible for a Department of Defense contract award. All responsible sources may submit a quotation which shall be considered by the agency. The Government will award a single contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offerors: The dogs must be certified by the American Border Collie Association (ABCA), A certificate of training will be required stating that the dogs are trained to do BASH, the breeder must submit a "full veterinary package" for both dogs. Award will be made to the lowest priced technically acceptable responsive responsible offeror with an acceptable past performance (by reviewing the PPIRS database). Offerors shall provide the following with their quote: (1) RFQ - M00318-17-T-0014. (2) A copy of a completed Offeror Representation and Certifications (FAR provision 52.212-3) document. (3) Offeror Information. The RFQ will be available on or around 12 September 2017.
