Description
REQUEST FOR INFORMATION: VA262-17-N-1728 THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). This is not a solicitation announcement. This is a source sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) for relative to NACIS 339950 sources (size standard 500 Employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps or GSA eBuy websites. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, Network 22 Contracts Office, is seeking sources to provide the supplies listed below. If you are interested, and are capable of providing the required supplies please provide the requested information as indicated below. Responses to this notice should include: company name, address, point of contact, size of business pursuant to the following questions: (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)? (2) Is your company considered small under the NAICS code identified under this RFI? (3) Are you the manufacturer or distributor of the items being referenced above (or equivalent product/solution)? What is the manufacturing country of origin of these items? (4) If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (5) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. (6) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (7) Please provide general pricing for your products/solutions for market research purposes. (8) Please submit your capabilities in regards to the salient characteristics being provided and any information pertaining to brand name or equal to items to establish capabilities for planning purposes? Responses to this notice shall be submitted via email to marie.irvin@va.gov Telephone responses shall not be accepted. Responses must be received no later than 8/18/2017 12:00 PM PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Schedule: 1)Engineering Project #: Halls and Walls - Elevator Wayfinding Signage. Applied elevator graphics to be made of Gerber, high performance binyl, color to be determined. Typical graphic to read (changing for each floor): FLOOR 1 70 Each 2)Installation 1 Job Scope of Work VA APPLIED GRAPHIC ELEVATOR SIGNAGE General VA San Diego is seeking a contractor to develop and install on all elevator doors a surface applied vinyl. Elevator landings are key locations to assist people in locating or confirming the floor location they are located on. Qualifications for Scope of Work The contractor shall have experience in providing surface applied vinyl lettering. The contractor s activities and experience requirements are: Primary business is in the field of signage design Through familiarity with the VA s Signage Design Guide Selected contractor will be providing the sign product and installation. Project Scope of Work Each floor; Basement thru 6th floor will have the corresponding number of what floor you are on placed on the exterior of the elevator doors. QTY TOTAL: Patient Elevators; 42 Doors / Service Elevators; 28 Doors Vinyl lettering to be Gerber High Performance Vinyl, need to do a mock up to choose a color. See these examples below on how the numbers should appear, reference the VA Signage Design Guide, Section 09- Interior Signs, page 9-5-101 and 102. Selected Vendor will need to verify door dimensions. Vendor Supplied Items and Responsibilities The Vendor shall furnish all supplies, equipment, facilities and services required to perform the service under this contract. The vendor shall be responsible for any missing parts and components not included in order to carry out the installation. The vendor shall perform all work in accordance with this Scope of Work to include the supplies and all ancillary items necessary to outfit and install per the requirements as stated. Installing vendor shall ensure all staff arrives on site with all necessary tools and equipment required for the installation including dollies, ladders, hand tools and carts to deliver and install the products as required from unloading dock to installation work site. All vendor staff shall come to the job site wearing vendor identification clothing and proper VA badge. INSTALLATION Installer will install per the approved plans. Coordination with Service Elevator Contract will need to be coordinated. Time For Completion All work must be initiated and completed by October 2017. All work shall be completed on the weekends. All federal holidays, excluded. Complete on-site installation shall not exceed a weekend. Evaluation of Proposals Proposals shall be evaluated based on in order of importance Best Value, Price. If all bidders and proposals are found acceptable, best price will determine award. All final awards are made at the discretion of the contracting official.
