- RS3 Phase 2 Update 08092017 ***UPDATE 08/09/2017*** Due to the volume of Phase 2 proposals received, the revised anticipated award date for the Phase 2 RS3 contracts is no later than October 2018. The point of contact for this requirement is Andrew Jacobs. All communications shall be submitted in writing to andrew.k.jacobs.civ@mail.mil only. Contractors shall not contact any other Government personnel regarding this notice or the RS3 requirement other than the individual designated above. Contacting any Government personnel other than the individual designated above may result in an organizational conflict of interest (OCI) and may result in a contractor being excluded from the competition and consideration for award.
