- This amendment to the solicitation is to extend the date of receipt of Request for Proposals from August 14, 2017 to August 24, 2017. This is due to the delay in the answers to the questions received. The answers to the questions will be posted soon. This is a re-positing of the former Pre-Solicitation requirement DTRT5717Q80055, under the new Pre-Solicitation number DTRT5717R20014. As stated in the last amendment to Pre-Solicitation Notice # DTRT5717Q80055, this requirement is being processed as a Request for Proposal in lieu of a Request for Quotation. The solicitation is expected to be released late May or early June. This is simply a notice of intent to publish a solicitation. Questions and answers from the previous pre-solicitation notice are attached. NO QUESTIONS FOR THIS PRE-SOLICIATION NOTICE WILL BE ANSWERED. The U.S. Department of Transportation, Office of the Assistant Secretary for Research and Technology, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for further website development, site maintenance, and Customer Service support services for the Federal Highway Administration's Infrastructure Voluntary Evaluation Sustainability Tool (INVEST) Website. See www.sustainablehighways.org. The solicitation will be competed as a 100% Small Business Set-a-side. The Government's intention is that a firm-fixed price award will be made from this solicitation. This procurement will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and 13.5, Simplified Procedures for Certain Commercial Items. The estimated period of performance is anticipated to be from September 2017 through December 31, 2021. The successful contractor will provide services by fulfilling a list of changes to INVEST in an updated Version 1.3, Version 2.0, Mobile Version 2.0, outreach materials for INVEST Versions 1.3 and 2.0, videos for INVEST versions 1.3 and 2.0, workshop materials and summary reports for INVEST scoring/implementation workshops, maintenance of the INVEST website for 18 months, summary reports on user questions/needs and responses provided, quarterly reports on INVEST usage including website analytics & program-specific data, enterprise-level hosting, and a security certificate for hosting on contractor servers. Strong engineering capabilities are necessary to successfully update the content of the INVEST Website. The North American Industry Classification System (NAICS) code for this acquisition is 541511 - Custom Computer Programing Services, with a small business size standard of $20.7 M. The estimated release date of the solicitation in late May or early June 2017. Proposals will be due approximately 20 calendar days following the issuance of the solicitation. It is anticipated that a pre-proposal Webinar will be held a week after the release of the Solicitation. Complete details of the pre-proposal Webinar will be provided in the solicitation. The Volpe Center uses electronic commerce to issue Request for Proposal (RFP) and amendments to RFP. Paper copies will not be made available. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FBO) website: http://www.fbo.gov. Paper copies of these documents are not available and no hard copies will be mailed. The Government will not pay for any documentation provided in response to this synopsis and any documentation received will not be returned to the sender. Prospective Offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on the FBO website. Offerors are warned that when they register to receive solicitations, amendments, and other notices, it is their responsibility to provide an accurate and complete email address to the Government. The Government will make no additional effort to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. All contractors are reminded that all entity records from the Central Contractor Registration (CCR) and Online Representations and Certifications (ORCA) were moved to the System for Acquisition Management (SAM). All contractors must be registered in SAM in order to receive an award from a DOT Agency. Contractors may access the site at https://www.sam.gov/portal/public/SAM/ to review and obtain information about the registration process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the online provisions within the Representations and Certifications at the earliest within SAM and must be completed in order to receive an award from a DOT Agency. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs); The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
