- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N00178-17-Q-0074 is issued as a Request for Quote (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a brand name basis components manufactured by Alcatel-Lucent (Nokia Corp) and NetGear Inc., in accordance with the attached SF18. These brands were requested as proprietary protocols design and manufacturing methods have revealed incompatibility issues with equipment of other brands. In order to maintain connectivity and uniformity, the components must be compatible in all aspect (form, fit and function). Usage of another brand would result in significant changes and redesign of the system that would result in substantial duplication of cost in testing, training, development and cause unacceptable delays estimated at five (5) months to current lab schedules that would not be recouped through full and open competition. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. In order to be eligible for award, firms must be an authorized Alcatel-Lucent (Nokia Corp) and NetGear, Inc., reseller or distributor. The quote must include a complete description and part number. Firm must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Proposal is due 18 August 2017 no later than 13:00 p.m. EST.
