- Justification for Other Than Full and Open Competition This document justifies a one (1) year sole source acquisition with the incumbent contractor, Leidos, to complete Contractor Transition Out for End User Support Services initiated in Contract Number DU100F-14-C-03. The period of performance for the present contract is August 1, 2017 through July 31, 2018. This action requests a one year sole source to accommodate transition out activities to HUD resources, as well as transition activities to a new service provider, resulting in a contract extension to July 31, 2018, using other than full and open competition.
