Description
The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to the University of Illinois at Chicago, School of Public Health, 1603 W. Taylor, Chicago, IL 60612 for the support of the development of a year-long, distance-based training for CDC MCH epidemiologists assigned to state health departments and CDC Atlanta based MCHEP staff on analyzing claims-based MCH data systems and disseminating analytic findings, and special topics in MCH as it relates to data availability, management and analysis. This will involve a pre and post assessment of participants knowledge and skills, development of a course syllabus, lecture series, and identification of lecturers; provision of technical support and subject matter expertise in claims-based analysis and dissemination of complex analytic findings; development of a final product from each participating team; and generation of an evaluation report of the impact of the distance-based course. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611310, Colleges, Universities, and Professional Schools. The period of performance for this procurement is 12 months. Because the CDC/MCHEP developed previous learning collaboratives, in association with UIC faculty to enhance the analytic skills of CDC and state staff, UIC has a programmatic experience and historical perspective on this project. In 2006, the MCHEP developed a learning collaborative with UIC faculty to enhance the analytic skills of CDC and state staff. Specifically, the one year course was focused on multilevel modeling techniques. During the second course in 2007, training specifically focused on analysis of data contained in the Pregnancy Risk Assessment Monitoring System (PRAMS). During 2008, the course topic was providing appropriate data to support the MCH Block Grant five year Needs Assessment. This learning collaborative provided additional statistical and analytic training to both CDC MCH epidemiology assignees in the field, and state MCH program and epidemiologic staff. The direct impact of this joint course is exemplified in the fact sheets, data and policy briefs included in the 2010 MCH Block Grant Needs Assessment. Each participating team provided feedback to the instructors and CDC on their use of the finalized analyses. The 2011 course targeted state, regional, and national level analyses using complex sample surveys. These analyses were composed of research questions relevant to each participating state or linked to Title V state priorities. To continue highlighting the benefit and impact of this collaborative and capacity building effort, the MCHEP funded a journal supplement. This supplement provided recognition to state staff and their continued efforts to utilize data pertinent to their states. In the most recent course, the MCHEP collaborated with UIC to provide a distance-based training using claims based-data systems and disseminating analytic findings. UIC faculty members have conducted training for the year-long course beginning in 2009, and have extensive experience and access to the program. This level of familiarity and access to resources will allow CDC to complete the project using a minimal amount of resources for the maximum benefit. Considering that all of the groundwork for this project has already been established by the UIC, it is the only practical source able to meet the end-use requirements of this agency. After market research, the MCHEP was unable to find other vendors with sufficient experience in applied MCH epidemiology and thus the capability to conduct the proposed training. Having conducted similar trainings and needs assessments since the inception of the CDC/DRH/MCHEP and the UIC training collaborative in 2006, UIC has a unique knowledge of the analytic skill gaps and advanced training needs that exist among state level MCH epidemiologists needs and are best equipped to develop future trainings. No other vendors were considered after market research as no other vendors were found to have extensive expertise and experience in conducting similar distance-based trainings in applied epidemiology related to maternal and infant health. The MCHEP was unable to find other vendors, with sufficient experience in applied MCH epidemiology and thus the capability to conduct the proposed training. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the University of Illinois at Chicago. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2017-Q-67332 referenced in the subject line NO LATER THAN August 24, 2017. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
