- JUSTIFICATION AND APPROVALFOROTHERTHAN FULL ANDOPEN COMPETITION Over $150,000 (FAR6.303-2) PR Number 40325427 1. Identification of the Agency and the ContractingActivity: National Park Service Denver Service Center 2. Nature and/or Description of the Action Being Approved: Provide all labor, material and equipment necessary to furnish and install hardened control units with surge suppression, wireless cards, wireless antennae insulators and repair/replace damaged luminaires for all control units in Zone 3. The hardened control components will physically replace existing control components within the fiberglass enclosures in the cavern lighting system 3. A Description of the Supplies or Services Required to Meet the Agency's Needs, Including the Estimated Value: Provide new lighting equipment for Zone 3 including hardened components, surge suppression and replacement of failed/damaged luminaires. IGE= $265,847 4. An Identification of the Statutory Authority Permitting Other Than Full and Open Competition: 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 5. A Demonstration That the Proposed Contractor's Unique Qualifications or the Nature of the Acquisition Requires Use of the Authority Cited: The contractor for this proposed new work is the same contractor and sub-contractors who provided and installed the electrical and lighting systems in the cavern. This contractor prevents the National Park Service from losing the warranty on the lighting system. 6. A Description of Efforts Made to Ensure That Offers Are Solicited From as Many Potential Sources as is Practicable, IncludingWhether a Notice Was orWill Be Publicized as Required by FAR Subpart 5.2 and, If Not, Which Exception Under FAR 5.202 Applies: The intent to sole source to PeriniManagement Services will be posted on FedBizOpps. 7. A Determination By the contracting officer That the Anticipated Cost to the Government Will Be Fair and Reasonable: The rates that will be proposed by Perini Management Services will be in line with market rates for similar projects awarded throughout the National Park Service within the past year. 8. A Description of theMarket Research Conducted (see FAR Part 10) and the Results or a Statement of the Reason Market Research Was Not Conducted: Market Research was not conducted because Perini Management Services installed the original equipment and getting another contractor will void the warranty. 9.
