- BACN Initial Spares and Payload Backfill for EQ-4B Global Hawk Special Notice Subject: Battlefield Airborne Communications Node (BACN) Global Hawk, Initial Spares and Payload Backfill. Closing Response Date: 20 Aug 2017 Notice of Contract Action (NOCA) AFLCMC/HNAK intends to award a sole-source modification to Northrop Grumman (NG) to procure initial spares and payload replenishment spares to coincide with the installation of the BACN payload on a Global Hawk Block 20. Interested parties may submit unclassified responses to this notice by email to Capt Shane Boulware ( shane.boulware.1@us.af.mil), Jessica Mulligan (jessica.mulligan@us.af.mil), and Capt Dwayne Lyons (dwayne.lyons.1@us.af.mil). No other communications will be entertained. This contract action will meet an Urgent Operational Need (UON). This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); The Air Force does not intend pay for information submitted. Responses will be treated as information only. It shall not be used as a proposal. This is an Other Than Full and Open Competition action under 10 U.S.C. 2304(c)(1). A Justification and Approval for this action citing FAR 6.302-1 Only One Responsible Source will be published after contract modification.
