- This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This is a set aside for small business concerns only. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, Effective January 19, 2017. The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 Audio and Video Equipment Manufacturing. USSS has a requirement to purchase (6) Fiber Optics Audio kits in order to recapitalize lost operational audio capabilities in support of USSS criminal investigative duties in both an urban or city environment. The Audio System must be capable of transmitting audio transmissions via fiber optics cable to a control unit with built-in solid state recorder. The solicitation is being released as brand name or equal for Optoacoustic FOM6 kits. In order to be considered equivalent, any product offered must match the salient characteristics in the attached requirements document. A firm-fixed price purchase order will be awarded to the offeror that provides the lowest price technically acceptable quote to the U.S. Government. In order to be deemed technically acceptable, offerors quoted items must meet the specifications outlined in the requirements document(See Attachment 1). FORMAT AND SUBMISSION OF QUOTE: The offeror shall submit quotes in accordance with the following format: PART A: General Business Information/Representations and Certifications PART B: Price PART C: Part Numbers PART D: Delivery PART A: General Business Information The Offeror shall provide: 1) Name, title, telephone number, fax number, and email address of the point of contact. 2) Nine-digit DUNS. The DUNS is used to verify that the vendor is registered in the System for Award Management (SAM). By submitting a proposal, the Offeror acknowledges the Government requirement to be in the SAM database prior to award of any contract. Information about SAM may be found at www.sam.gov. 3) Nine-digit TIN. The Taxpayer Identification Number is necessary for electronic payment. PART B: Price The offeror shall provide a fixed price for any products being offered. PART C: Part Numbers and Specifications The offeror shall provide part numbers and specifications for the products being offered. PART D: Delivery Place of Performance (Delivery Location) Landover, MD 20785 Delivery Terms: FOB Destination, 30 days after award. SPECIAL DELIVERY INSTRUCTIONS The United States Secret Service requests for this purchase order that the shipment of the supplies above be shipped in packaging measuring less than 24"W by 32"H and weighing less than 70lbs, in order to comply with agency mail screening procedures. If necessary, a shipment of multiple boxes is acceptable to meet this requirement. All offerors shall submit one (1) copy of the required documentation. All quotations shall be sent, electronically via email, to the Contract Specialist at: Sean Murphy sean.murphy@associates.usss.dhs.gov Submission shall be received not later than August 18, 2017 at 2:00 PM EST. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Only emailed submissions will be accepted; hard copy quotes will not be accepted. Receipt will be verified by the date/time stamp on the email.
