- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items (supply) prepared in accordance policies and procedures using FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Part 13, Simplified Acquisition Procedures; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation available; quotes are being requested and a written formal solicitation will not be issued. Solicitation H92240-17-Q-1032 is issued as a request for quotation (RFQ). This solicitation is set-aside 100% for small business. The agency intends to award a firm fixed price contract for services as described in this RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 and DFARS Publication Notice 20161222. This action is a 100% small business set aside. The North American Industry Classification System (NACIS) for this action is 315990 with a size standard of 500 employees. Exhibit Line Item (ELIN) Basic and ELIN Order 0001 are included as Addenda and shall be completed and submitted by the Quoter. This procurement will involve establishment of a single award, indefinite-delivery, indefinite quantity (IDIQ) type contract for 7.5 mm open cell (titanium lined) wetsuits in "Yamamoto Grade 39 neoprene" or equal, and additional options (various Yamomoto rubber grades, various wetsuit thickness, etc.) as specified at the delivery order (DO) level. Contract will have a five (5) year ordering period. Orders issued against this contract will be firm fixed price (FFP). Maximum value of all orders issued under this IDIQ will be not to exceed (NTE) $150,000. Date(s) and place(s) of delivery will be established at the order level. Delivery location will typically be 2001 Victor Wharf Access Road, Pearl Harbor, HI 96782, unless otherwise specified at the DO level. Acceptance and FOB point will be at DESTINATION. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Please see Addenda 01 for addenda to this provision. Provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Please see Addenda 01 for addenda to this provision. Quoters shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quote. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. No addenda are associated with clause 52.212-4. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
