Description
Description: NSN 1005-01-408-5897 - MACHINE GUN BARREL is being bought in accordance with BASIC DRAWING NR 19200 12976818 and all related data. The total quantity required is 1341 each to be shipped to ( W25G1U ) New Cumberland, PA 17070. A 100% option quantity of 1341 each will also be included in this procurement. This item requires a Contractor First Article Test. The required delivery is 5 Units due in 90 days from date of award, Review of First Article is 45 days. FOB Origin and Inspection and Acceptance at Origin are required. First Destination applies to this procurement. This solicitation is an RFP and will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date of 08/23/2017 ; hard copies of this solicitation are not available. Technical drawings/bid sets are available after the same issue date on the Internet at http://www.dibbs.bsm.dla.mil/ then click the cFloders under the Technical Data tab. Requests should include the RFP number, opening/closing date, NSN, purchase Request Number, buyer's name and your complete name and address. FEDERAL, MILITARY AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DSCC. This item is a "Defense Article" as defined in and subject to the International Traffic in Arms Regulations (22. C.F.R. 120-30) and the Arms Export Control Act (22 U.S.C.A. 2778-2799). Any manufacturer or exporter of defense articles is required to register with the Directorate of Defense Trade Controls (DDTC), Department of State. Documentary evidence may be required prior to award. Government Furnished Property (as noted above) applies. This item involves Hazardous Material. This NSN contains one or more components which must meet Qualified Products List/Qualified Manufacturers List (QPL/QML) specifications. Product Verification Testing may be invoked. Measuring and Test Equipment applies. This item has technical data, some or all of which is subject to export-control regulations. Distribution of the technical data and eligibility for award are limited to those suppliers qualified through JCP certification or to those licensed by wither the Department of State and/or the Department of Commerce or to foreign suppliers pursuant to international agreements. This item contains a phosphate coating requirement. The contractor responsible for the actual coating procedure must be certified by the Performance Review Institute (PRI) to the NADCAP standard for chemical processes. Verification of this certification may be required and must be supplied upon request of the Contracting Officer. An FN Herstal technical data package exists for this item. Data non-disclosure and data destruction conditions apply and vendors must complete and return the application FN Herstal certification forms. The Qualified Suppliers List of Manufacturers (QSLM) applies. Only manufacturers listed or qualified for listing at time of award or authorized distributors with adequate traceability to a QSLM manufacturer are eligible to receive an award. VPH/Pre-Award Survey is mandatory contractors who have not performed in the Small Arms FSCs (1005 - 1095) or where the existing pre-award survey is over 18 months old. Surplus is not acceptable for this procurement. A Security Pre-Award Survey is required for this material. DFARS, Part 252.223-7007, "Safeguarding Sensitive Conventional Arms, Ammunition, and Explosives," (PADDS clause IA6716) shall be part of the solicitation/contract. Section (c) of Part 252.223-7007 call for a Statement of Work that specifies requirements found in DoD 5100.76M. All other information marked as "Source Selection Information" will be safeguarded by the Contracting Officer and properly secured when not in use. Government Furnished Property (GFP) INFO: FAR CLAUSE 52.245-9003 "USE OF GOVERNMENT FURNISHED PROPERTY" APPLIES IDENTIFICATION OF GOVERNMENT PROPERTY: 1. 1 EACH - M240E1, NSN 1005-01-252-4288 (SRC 2). 2. 1 ROUND EACH PER BARREL ON CONTRACT - M60 7.62MM HIGH PRESSURE TEST CARTRIDGE, DODIC: A129 - NSN 1305-00-580-0131 (SRC 4). 3. 32 ROUNDS EACH PER BARREL TESTED FOR ACCURACY REQUIREMENTS (3 ROUNDS FOR SIGHTING SHOTS, 3 ROUNDS FOR CONFIRMING SHOTS, AND A 10 ROUND BURST) MULTIPLIED BY THE SAMPLING SIZE OF 32 BARRELS PER LOT OF 2000 UNITS OR LESS, PLUS 15,000 ROUNDS FOR ONE BARREL PER LOT OF 2000 UNITS FOR RELIABILITY TESTING REQUIREMENTS. ROUND TYPE - 7.62MM BALL CARTRIDGE, DODIC: A143 - NSN 1305-01-598-5913 (SRC 4), M80 BALL LINKED WITH FLASH. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and delivery. The required delivery is 685 days, including the Contractor First Article Test (FAT). Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Products Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST-Quick Search and, in most cases download the documents directly via the Internet using standard browser software. Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice.
