Description
REQUEST FOR PROPOSAL Program Executive Office Command Control Communication - Tactical (PEO-C3T), Program Manager Tactical Radios (PM TR), Product Manager (PdM) Waveforms has a need for Software In-Service Support (SwISS) to provide Waveform Development Environment (WDE) Ecosystem, multiple waveforms (WF) and network services (NS). This notice is a Request for Proposal (RFP), for the SwISS requirement to provide technical support, software development, enhancement, maintenance, and product improvements to U.S. Government (USG) managed WF and NS software products. The Government is soliciting under full and open competition through the use of competitive procedures (FAR 6.101) to establish a multiple award indefinite-delivery indefinite-quantity contract (FAR Subpart 16.5). The anticipated contract includes a five year ordering period, plus a five year optional ordering period. The Government anticipates issuing separate orders for product development, enhancement, maintenance, product improvements, or procurement as required. The period of performance for those orders will vary depending on the nature and size of the work to be performed and will be specified in the associated order. All contractors interested in proposing on this effort shall submit their proposal via email to the Contract Specialist (Gregg Martin) gregg.g.martin.civ@mail.mil in accordance with the instructions outlined in Section L of the RFP no later than 11:59 p.m. Eastern Standard Time (EST) on August 09, 2017. Section J attachments are available upon email request from the Contract Specialist (Gregg Martin) gregg.g.martin.civ@mail.mil All questions shall be submitted via email to gregg.g.martin.civ@mail.mil no later than 11:59 p.m. (EST) on July 06, 2017. Offerors shall NOT submit questions via the FedBizOpps website. Offerors shall prepare their proposal in accordance with mandatory, explicit, and detailed instructions contained in the RFP. Proposals will be evaluated and award(s) made in accordance with the evaluation criteria stated in the RFP. All Contractors must be registered in the Government's System for Award Management (SAM), www.sam.gov. QUESTION: "Portions of proposers submissions, in particular Government test reports, may contain FOUO information which is not suitable for unencrypted email submission. Will the Government accept proposal submission via AMRDEC Safe with a confirmation via email to allow FOUO transfer?" GOVERNMENT RESPONSE: The Government will accept proposals, specific documents, and or attachments from Offerors via encrypted email, AMRDEC Safe, or other types of encryption file systems. All FOUO information shall be submitted via encrypted email, AMRDEC Safe, or other types of encryption file systems. All notifications to retrieve file transfers from encryption file systems must be received prior to the submission deadline for proposals as listed in the RFP. If notification providing instructions and or passwords to access file documentation is not received prior to the submission deadline, those submissions may not be considered in the proposal evaluation. The Government would like to make a clarification with regard to submission of proposal documents. QUESTION: "In Section L.I, "General Instructions," the guidance states "The Offeror shall prepare proposal volumes as follows" and then identifies (1) Volume I, Solicitation, Offer and Award Documents. Then in Section L.I.2, Page Limitations, the guidance states that Volume 1 is limited to 3 pages. In Section L.2.1.1, the Offerors Cover Letter, the guidance states that the cover letter is limited to 3 pages, which would indicate that the cover letter represents the entire Volume 1. However, the model contract includes Section B, with fixed prices for the CDRLs, and Section K, the Reps and Certs with specific boxes to be filled out. I reviewed the Section L directions to find reference to the Model Contract, but did not find anything. I'm trying to discern whether or not we are required to include as part of Volume 1 the Model Contract with Section B and Section K filled out. My concern is that to do so (i.e., include the Model Contract specifically Sections B and K filled out as part of Volume 1) would result in exceeding the 3 page limit for Volume 1, as both Sections are significantly more than 3 pages." GOVERNMENT RESPONSE: Offerors shall reference RFP Section (L-22): L.2.1.1 Offerors Cover Letter The Government would like to clarify the following information: a) No cost or price data shall be included in the Cover Letter b) Section K, Reps and Certs shall be attached to the Cover Letter. NOTE: In accordance with this amendment, the Government is removing the page limitation for Section L.2.1 Volume I. The proposal submission deadline remains unchanged, proposals shall be received no later than 11:59 p.m. Eastern Standard Time (EST) on August 9, 2017 and will not be extended due to receipt of any additional questions Please continue to monitor FBO for further updates.
