Contracting Activity: Department of Veterans Affairs (VA) Office of Acquisition Operations (OAO) Strategic Acquisition Center-Frederick (SAC-F) 321 Ballenger Center Drive, Suite 125 Frederick, MD 21703 2. Description of Action: The proposed action is for a limited source, 12-month General Services Administration (GSA) task order. The proposed task order type is a firm-fixed price task order. This effort is being conducted under the authority of the Multiple Award Schedule Program; the proposed effort will be awarded under the General Services Administration (GSA) Federal Supply Schedule (FSS) Contract Number GS-10F-203AA, to Atlas Research, LLC ( Atlas ). 3. Description of the Services: The Department of Veterans Affairs (VA) Office of Public and Intergovernmental Affairs (OPIA) is responsible for advising the office of the Secretary on media and public relations, as well as providing guidance to the agency as a whole. The office consists of media, government and tribal relations professionals who develop and produce messaging and material to tell the story of the Agency both internally and externally. The Office of Internal Communications is the lead OPIA office charged with improving and spreading internal communications across the enterprise. The goal of the office is to strengthen VA s internal communications capability and quality so that VA employees are informed about VA and are inspired and engaged to do their best to improve the experience of Veterans and their families. On September 11, 2017 at a VA Senior Leadership meeting, VA Secretary, David Shulkin, plans to launch a vital new initiative, called ChooseVA, designed to take VA healthcare in a radical new direction that is unfamiliar to Veterans, employees, and the general public. As a result, this urgent requirement is for contractor support services to develop a communications campaign which will be key to the initiative s success, and will ensure that key audiences --Veterans, employees and the general public -- understand the initiative and the new benefits available under it. The estimated value for this requirement is [REDACTED]. 4. Authority and Supporting Rational: Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(A). An urgent and compelling need exists, and using competitive procedures IAW FAR 8.4 would result in unacceptable delays. As the Secretary plans to launch the initiative and campaign on September 11, 2017 the need for the campaign is urgent. To allow the contractor sufficient time to develop the campaign s strategy and products, the contractor must begin immediately, leaving no time to pursue a competitive acquisition process. The importance of allocating the proper amount of time that is necessary to conduct a competitive procurement would require 90 days. A complete communications campaign is needed in less than 60 days. Attempting to openly compete and complete this particular effort in a timely manner would be realistically impractical. 5. Determination of Best Value: In accordance with FAR Subpart 8.404(d) Pricing (DEVIATION), GSA has determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, to be fair and reasonable for the purpose of establishing the schedule contract. Contracting Officer will determine, using the procedures in FAR 8.405, that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. The contracting officer may, also, seek additional discounts before placing the order. 6. Market Research: Based on the information obtained from the Vendor Information Pages (VIP), and GSA schedules, the Government identified only one potential SDVOSB that is capable of providing this work within the urgent timeframe allotted. Atlas is a verified Service-Disabled Veteran-Owned Small Business and has the public affairs capability and expertise to produce the quality strategy and products the Government requires. Atlas is a responsible source with respect to this contracting opportunity. It is registered and verified in System for Award Management (SAM) with the North American Industry Classification System (NAICS) code for this requirement. The statutory requirement to comply with 38 U.S.C. § § 8127 8128 and implemented under VA Acquisition Regulation (VAAR), Subpart 819.70, as a result of the June 16, 2016, a decision of the U.S. Supreme Court in Kingdomware Technologies, Inc. v. United States, 136 Sup. Ct. 1969 (2016) has been addressed. The Contracting Officer has no reasonable expectation that two or more SDVOSB/VOSBs can meet the Government s requirements. 7. Other Facts: The communications support services to be provided under the authority requested by this Limited Source Justification are vital to VA s operation. The radical nature of the initiative, combined with the fact that it is brand new and key audiences have no knowledge of the initiative or its impact, makes it critical that VA launch a communications campaign in conjunction with the launch of the ChooseVA initiative. 8. Actions Taken to Remove Barrieris to Competition: All future requirements will be handled on a case-by-case basis.
