- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs Network Contracting Office 4, intends to award a sole source Firm-Fixed-Price Contract to Noldus Information Technology, Inc., 1503 Edwards Ferry Rd NE, Leesburg, VA 20176-6680, in accordance with FAR 13.106-1, to provide an animal behavioral tracking system comprised of equipment and software to be used at the Pittsburgh VA Medical Center (VAMC). Noldus Information Technology, Inc. is the only manufacturer of the behavioral tracking system that is compatible with the software and equipment currently being used at the Pittsburgh VAMC. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; a solicitation package is not available. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable, is more advantageous to the Government, and must be received by the Contracting Officer, in writing no later than August 11, 2017 at 4:00 p.m. EST. All inquiries and submittals must be sent via email to tony.cuzzola@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. The NAICS Code for this procurement is 334516.
