Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to FEDBIZOPPS. The RFQ number is SPMYM3-17-Q-3063. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95 and DFARS Change Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/html/current/252201.htm. The NAICS code is 424990 and the Small Business Standard is 100. This requirement is being processed under full and open competition after exclusion of sources (partial). Evaluation criteria is Lowest Price Technically Acceptable (LPTA) however, PPIRS will be used to determine vendor responsibility. Potential contractors will be screened for responsibility in accordance with FAR 9.104. A reverse auction may be held. The Portsmouth Naval Shipyard (Point Loma-San Diego-Detachment) requests responses from qualified sources capable of providing: CLIN 0001: Prefabricated Vinyl Shelter, 40' Wide, 30' Long x 26' center height and 14' side wall. Tan 18oz cover, flame retardant PVC laminated fabric with polyester scrim, turn-key installation 1 solid end wall with one personnel. 1 Access end wall: (10' High x 20' Wide) with metal chain operated door and one personnel door. Enclosure has to be stamped engineering by a California engineer. Aerial Industries P/N AI-54-209-00007 or equal. OFFERORS QUOTING AN EQUAL-TO ITEM ARE REQUIRED TO SUBMIT DETAILED DESCRIPTIVE LITERATURE TO SHOW HOW THE PRODUCT THEY ARE OFFERING MEETS ALL OF THE SPECIFICATION IN THEIR ENTIRETY. FAILURE TO PROVIDE THIS INFORMATION MAY RESULT IN YOUR QUOTATION BEING DETERMINED TECHNICALLY UNACCEPTABLE. CLIN 0002: Tent Relocation: The vinyl shelter being purchased as CLIN 0001 will occupy a space that is currently filled with an existing Aerial Industries tent. This tent must be disassembled and reassembled adjacent to the new tent. Although CLIN 0001 can be manufactured and installed by an equal to source, this aspect of the requirement can only be accomplished by Aerial Industries (partial brand name mandatory) or with permission from Aerial Industries. Offerors providing CLIN 0001 must be prepared to either obtain explicit permission from Aerial Industries to perform the re-location (evidence of this permission must be included in your quotation) or should be using Aerial Industries as a subcontractor for this aspect.
