- SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Two-Position Three Way Selector Valve, NSN 4810-01-190-9772, PN 70136. ITEM DESCRIPTION The two-position, three-way selector valve (hereafter referred to as valve) is a system used on the Air Force C5 Galaxy Cargo Aircraft. The valve is used to select operation of the Forward and Aft Cargo Winches. The valve is a solenoid, pilot operated, hydraulic selector valve. Housed in a single manifold are a solenoid operated pilot section, a main valving spool, a sleeve and piston assembly, and a manual override button. Also housed in the manifold are associated spacers, springs, retainers, and seals. Impediment to Competition: The original equipment manufacturer for this item is EATON Corporation (CAGE 99643). The Government does not own the rights to data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, EATON Corporation is the only known source with adequate knowledge of the valve's performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to EATON for the manufacture of the valve in support of the C5 Galaxy Aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 23 August 2017 to Janet Butcher, at janet.butcher@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
