- The Commodity Futures Trading Commission ("CFTC" or "Commission) intends to increase and decrease (for option periods) the number of concurrent user licenses via contract modification contract 9523ZY-17-C-LIB0048 with Telvent DTN. CFTC plans to add five (5) additional Prophet X licenses, two (2) additional licenses for access to the metals markets, and four (4) additional licenses for access to the financial markets. The additional licenses will be added to the current period of performance from September 1, 2017 through November 30, 2017 and each of the two (2) remaining option periods. CFTC also plans to decrease five (5) Dow Jones Commodities, one (1) LME real-time access, and one (1) ICE Futures Europe licenses in each of the option periods. CFTC uses these licenses for real-time and delayed access to the various news services such as Dow Jones Commodities and Metals, and Dow Jones Agwire service. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a future competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
