- Sample TO 0001 PWS State Media Services Program Solicitation Marketing Plan and summary Template Past Performance Questionnaire Small Business Particiation Plan Attachment 1 Price Proposal matrix THIS IS THE FINAL RFP. Solicitation Notice for the Army National Guard's State Media Services Program (SMSP) Single Award Indefinite Delivery/Indefinite Quantity Contract (IDIQ). The applicable NAICS code is 541810 - Advertising Services and the size standard is $15,000,000.00. The main components of this requirement will provide the States and U.S. Territories Army National Guard Recruiting and Retention Commands (RRCs), and military and civilian marketing personnel access to professional media buying and placement services. The SMSP has five main elements: (1) Marketing and Media Planning Services; (2) Media/Promotional Buying Services; (3) Market Research/analysis and training; (4) Social Media Ad Placement Services; and (5) MOS Job posting program. This acquisition will be completed as full and open competition. The period of performance for this acquisition is for a one year base period and two one year option periods. The expected award date for this acquisition is 30 SEP 2017.
