- The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to MESO SCALE DIAGNOSTICS (MESO or MSD), INC, 1601 RESEARCH BLVD, ROCKVILLE, MD 20850-3126. This order will replace & trade it the discontinued MSD Section Imager 2400 Model with a new upgrade instrument: MESO QUICKPLEX(R) SQ120 in support of many ongoing research analytes at USDA ARS, Western Health Nutrition Research Center (WHNRC), 430 West Health Sciences Drive, Davis, CA 95616. The Firm Fixed PO will include the following: MESO QUICKPLEX SQ 120, #AI0AA-0 The QuickPlex TM system includes the following items: 1) Meso QuickPlex SQ 120 Instrument Compatible with MSD QUICKPLEX® and MULTI-SPOT® 96-well plates 2) QuickPlex External Power Supply, USB 3.0 Cable, Power Cord (type varies by region) 3) Laptop Computer, Windows 7, Power Supply with US and EU Power Cord. 4) DISCOVERY WORKBENCH® Data Analysis software (installed on the instrument computer) 5) External Wireless Mouse, MSD Red 6) Uninterruptible Power Supply (UPS, model varies by region) 7) MESO QuickPlex Electronic Plate MESO QUICKPLEX TM SQ 120 instrument is the newest multiplexing instrument from MSD, offering affordable access to high-performance, electronchemiluminescence (ECL) immunoassays. This compact system has been engineered for reliability, ease of use, and low cost of ownership. The combination of rapid read times and the ability to perform multiple, simultaneous tests on a single sample increases productivity, saves sample, and delivers result quickly. The QuickPlex has a wide menu of commercially available assay kits and a full line of components and reagents for developing unique assays. USDA ARS, WHNRC currently have an MSD Sector Imager 2400 instrument in their BioAnalytical Support Laboratory that is shared among the scientists & research assistances within WHNRC, and is essential for many of their research analytes. MSD discontinued the MESO® SECTOR Imager 2400 model in January 2014, and it will reach an end-of-service date on December 31, 2017. MSD replaced the discontinued model with a new, upgraded instrument: the MESO QuickPlex® SQ120, and is providing a discounted price with an instrument trade in. As mentioned above, MSD utilizes electrochemiluminescence (ECL) to detect binding events on patterned arrays in microwell plates. Currently, there are no other technologies or suppliers that enable multiplexed measurement using ECL for detection in a plate based mode. The MSD Imagers are compatible only with microwell plates and immunoassay kits sold by MSD. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about August 16, 2017 ; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 1:30PM PST, August 16, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
