- Bidding DD254 Statement of Work This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Acquisition Regulations Supplement PGI 206.302-1(d). The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Federal Resources for the following service: OEM certified personnel to perform maintenance and repair service on Airgard analyzers for a base year (12 months) plus an additional three option years to follow, in accordance with the attached Statement of Work (SOW) and Department of Defense Contract Security Classification Specification (DD254) document. Under the authority 10 USC 2304(c) (1), FAR 6.302-1, the government intends to issue a sole source contract to Federal Resources, 235-G Log Canoe Cir, Stevensville, MD, 21666-2165 as they are an OEM certified service provider for the Airgard analyzers manufactured by MKS Instruments, Inc. which are currently in use by NSWCDD. Federal Resources acquired KD Analytical Consulting, Inc. in April 2016, which is the vendor who has been maintaining the equipment since original equipment procurement and the personnel are approved by Pentagon security and cleared to work at the Pentagon. This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit their technical capabilities, which, if received no later than 3:00 PM (CST) on 16 August 2017, shall be considered by NSWCDD. All responses must be submitted to the government point of contact at the email address shown below. Responses must be submitted in writing to the procurement specialist, Janelle Tempalski, via email at janelle.tempalski@navy.mil no later than the date and time noted above. Email should reference Sources Sought N00178-17-R-5003 in the subject line. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
