Description
THIS SYNOPSIS IS BEING REVISED TO REFLECT THE SOLE SOURCE CONTRACTOR AS SIKORSKY AIRCRAFT CORPORATION A LOCKHEED COMPANY. The U.S. Army Contracting Command, Redstone Arsenal (ACC-RSA) intends to award, on another than full and open competition basis, a Five-Year Indefinite Delivery Indefinite Quantity (IDIQ) Contractor Field Service Representative (CFSR) contract for H-60 Black Hawk helicopters in use by various Foreign Military Sales (FMS) customers. The intended awardee is Sikorsky Aircraft Corporation, a Lockheed Martin Company, 6900 Main Street, Stratford, CT, Commercial and Government Entity (CAGE) Code 78286. The period of performance for this contract will be commencing on 1 January 2018 through 31 December 2022. A justification for other than full and open competition has been prepared in support of this acquisition. Authority: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." These services are required to transmit the knowledge necessary to update the FMS customer personnel technical skill capabilities to operate and maintain the equipment. The CFSRs shall provide on-the-spot advice to resolve technical problems incidental to the operation of the aircraft. The CFSRs must have access to proprietary data and the latest configuration changes needed from the aircraft original equipment manufacturer (OEM) and provide a communications link to contact the engineering section at the OEM's facility to enable immediate resolution of the technical problems that exceed organic capability. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
