- MODIFICATION WAS ISSUED DUE TO THE FOLLOWING REASONS: 1. SOLICITATION'S OPEN/CLOSE DATE HAS BEEN EXTENDED. All responsible sources may submit a proposal, which shall be considered. The subject requirement is for acquistion of 1 NSN for the various end items. The solicitation will be available in DIBBS on August 24, 2017 at https://www.dibbs.bsm.dla.mil/RFP/. See closing date below in "Response date" updated to September 25, 2017. 2. QPL QUALIFICATION PACKAGE REQUIREMENT FOR PROSPECTIVE OFFEROR'S ADDED. All other terms/conditions of original notice remain unchanged. This NSN 4730-00-812-3040, COUPLING HALF,QUICK DISCONNECT will be solicited as a firm-fixed price RFP to obtain offer(s) for a single NSN large contract. NO OPTION WILL BE EXERCISED QTY= 207 EA EST. DELIVERY 210 DAYS ADO OR BETTER FOB - ORIGIN I/A - DESTINATION All responsible sources may submit a proposal, which shall be considered. The subject requirement is for acquisition of 1 NSN for the various end items. The solicitation will be available in DIBBS from AUGUST 24, 2017 at https://www.dibbs.bsm.dla.mil/RFP/. Copies of the solicitation will not be available until 15 days after this notice is published in FedBizOpps. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation. Prospective offerors must include the QPL qualification package to the government with their offer prior to the solicitation's closing date. Prospective offerors must be able to demonstrate their abilities to meet the standards specified for qualification. The specification containing the requirement is MIL-DTL-25531 and can be located on DLA's Qualified Product Database website at http://qpldocs.dla.mil/default.aspx under QPL-25531. Due to the criticality of this item, the timeframe for review and qualifications approval may take up to 180 days from the date it was received by the designated Engineering Support Activity (ESA). Information pertaining to qualification of products may be obtained from Oklahoma City Air Logistics Center/ENSDAA (AF-71), 3001 Staff Drive, Suite 1AB81A, Tinker AFB, OK 73145 or email tinker.dsp@tinker.af.mil. IAW BASIC SPEC NR MIL-DTL-25531F REVISION NR F DTD 07/31/2013 PART PIECE NUMBER: M25531 One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The Government may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. A offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, in accordance with FAR 15.307.
