Amendment 01_Synopsis Revised, 17-R-0038,dtd 14 July 2017 Amendment 01 18 July 2017 W912GB-17-R-0038 INDEFINITE DELIVERY CONTRACT (IDC) GENERAL ARCHITECT ENGINEERING SERVICES FOR ISRAEL Addition to Synopsis: Description 4: Contract Information: FOREIGN MILITARY SALES REQUIREMENT: The proposed work will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations will apply. The contract will be awarded and paid in U.S. dollars. This procurement will be restricted to United States firms only, in accordance with 41 U.S.C 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in the anticipated solicitation must be U.S. firms. Any joint-venture must be with another U.S. firm. ________________________________________________________________________________ Revised Proposal Due Date : 01 August 2017, 1400 HRS Central European Summer Time (CEST) ________________________________________________________________________________ See Synopsis Revised, dated 14 July 2017 for further changes. __________________________________________________________________________________ QUESTION 1: Is it anticipated that the use of Micro-Computer Aided Cost Estimating System (MCACES MII) will be required under this contract? RESPONSE 1: Cost estimating is required, and individual task orders may require use of MCACES. QUESTION 2: Part 6.a of the solicitation states "....all six projects must be completed within the last six years from the date of this solicitation and must be in the types of projects specifically indicated above in Paragraph 5, PROJECT INFORMATION. Projects must be at least 90% complete." Please define "completed/complete" (i.e. task order if from US agency, design contract services, design services, construction). Please note, some host nation military/defense projects could have reached 100% design services but been constructed due to funding change(s), construction contractor stoppage, other. These conditions are outside of the control of the A-E firm. RESPONSE 2: Projects must meet criteria stated in the synopsis for the services that the firm was contracted to perform. I.e. if only design services were contracted then the design should be 90% complete; and if both design and construction services were contracted the construction should be 90% complete. QUESTION 3: Regarding PPQs-the USACE Europe District has recently begun requesting PPQs on projects performed in foreign countries. While US clients are typically accepting of reviewing and completing a 5-page PPQ form in English language, many foreign clients/government/military agencies are not willing or interested to review and complete these forms. Can this requirement be removed? Can another form/letter from the client be considered equivalent? Can a call by USACE to the client be made in place of a PPQ form and be considered equivalent? The PPQ requirement heavily favors US project clients. RESPONSE 3: The synopsis states in Section 6 c Past Performance "other sources". Offerors may also include performance recognition documents received within the last six (6) years, such as awards, award fee determinations, customer letters of commendation, commercial and foreign government evaluations and any other forms of performance recognition. To the extent such documentation is not in the English language, a translation must be provided in order for the documentation to be considered. Any incomplete or unsigned PPQs will not be considered QUESTION 4: Per your requirement for 11 pt font in 8. SUBMISSION REQUIREMENTS, would a smaller font be permissible in graphics and tables? RESPONSE 4: No, 11pt font is required by the synopsis. Offeror can use A3/11x17 double fold, but this will go against the page count as 2 pages QUESTION 5: Are covers, table of contents and separators (tabs) included in the page count? Please clarify what a factor to be tabbed would be, would that be the evaluation criteria or SF330 section? RESPONSE 5: No, covers, table of contents and tabs will not be included in the page count requirement. Tabs would be used to separate Specialized Experience and Technical Competence, Professional Qualifications, Past Performance, Management Plan and such. QUESTION 6: Are the Letters of Commitment to be included as an attachment? Or if they are included in Part I are they part of the page count? RESPONSE 6: Letters of Commitment should not be included in Part 1 as they are an attachment. They will not count as part of the page count requirement. QUESTION 7: Section c) Past Performance: States that "Firms may submit CPARS, PPIRS or PPQs for past performance. The PPQ, Attachment Two (2) included in the solicitation is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal for Factor a, Specialized Experience and Technical Competence." If the firm has an existing CPAR, ACASS or PPQ or letters of commendations for a project used in Specialized Experience and Technical Competence, may it submit that as proof of past performance in lieu of an additional PPQ ? RESPONSE 7: Yes, if an offeror has an existing CPAR, ACASS or PPQ or letters of commendations for a project used in Specialized Experience and Technical Competence, they may submit it as proof of past performance in lieu of an additional PPQ. QUESTION 8: Can 9 point font be used in tables and exhibits? RESPONSE 8: Refer to Response 4. QUESTION 9: Could you please confirm the tabs separating each section will not be counted in the 75 pages? RESPONSE 9: Refer to Response 5. QUESTION 10: Are we permitted to use 11x17 pages? If so, do they count as one or two pages in the document? RESPONSE 10: Offeror can use A3/11x17 double fold, but this will go against the page count as 2 pages. QUESTION 11: Can you please clarify if the use of 11-point font applies to all graphics, tables, matrices, and charts, or just to the body text of the response? RESPONSE 11: Refer to Response 4.
