- 07/18/2017 This is now a request for Proposal for the Convair CV-580 Pilot Flight Training For Flight Standards Operations Inspectors and Aircraft Certification Pilots employed by the Federal Aviation Administration (FAA) as ordered by the Government. Please see attached SIR and respond by the closing date of the announcement. Please sign the front of the SIR and complete the Schedule B and all fill-ins in the SIR. Please read the SIR in its entirety. If you have any questions please contact Nia Glover at nia.glover@faa.gov before the closing the date of the announcement by email only. No phone calls please. The Proposals are due by July 31, 2017 5:00, PM CST. The following Market Survey is a capability assessment, sources are being sought for Convair CV-580 Pilot Flight Training For Flight Standards Operations Inspectors and Aircraft Certification Pilots employed by the Federal Aviation Administration (FAA) as ordered by the Government. The contractor is to provide initial and recurrent ground school and flight training to FAA inspectors/pilots in the Convair CV-580. Student quotas for these courses will be assigned by the Flight Standards Service Training Division, AFS-500 or Aircraft Certification Service “ Planning and Program Division AIR-500. The courses covered under this contract will meet the requirements for FAA formal flight training. FAA formal flight training consists of training courses with agency level course numbers that will be officially recorded in the employee ™s personnel records.. (Please see attached Performance Work Statement). The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate Competition exists to set-aside the Competition among small businesses, service disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement- This document should identify: Type of services provided by your firm, Size and type of services provided by previous contract elaborate and provide detailed information and past performance), number of years in business etc.. 2. Complete the attached Business Declaration. All responses to this market survey must be received by April 07, 2017 5:00 CST.
